Overview
The Office of the Chief Science Advisor of Canada created the Sky Canada Project in 2022 to examine how public reports of unidentified aerial phenomena (UAP) were received, managed and communicated across Canada. It mapped a fragmented system involving multiple federal bodies rather than operating as a new sighting-investigation office.
The project reviewed Canadian arrangements, consulted government and non-government stakeholders and compared international approaches. Its policy focus was the stewardship of public reports: where a person could submit information, what data should be collected, which institution should retain it and how results should be communicated.
Sky Canada concluded with a final report in 2025. The report recommended a clear federal reporting service, standardised collection, responsible public access and continued scientific engagement. These proposals do not establish that a permanent office was created or that the project reached conclusions about the physical origin of individual sightings.

Project initiated
Canada’s Chief Science Advisor began a review of how public UAP reports were handled across federal organisations and whether the available arrangements supported scientific analysis and public confidence.

2023–24
Consultation and system mapping
The project gathered information from Canadian departments, researchers, civil organisations and international counterparts. This work documented differences in mandate, terminology, retention and public access.

Final report published
The Office released its findings and recommendations, completing the review. Responsibility for deciding whether and how to implement the proposals passed to the relevant federal institutions.

Sky Canada is complete. Its final report and supporting project page now provide the formal public record of its scope, consultations and recommendations.
Recommended reporting service
The report proposed a dedicated, accessible route for Canadians to submit reports, supported by consistent fields and transparent information about how data would be handled.
Implementation remains separate
Adoption belongs to the responsible Canadian departments. A recommendation should not be described as implemented unless a later official record establishes the responsible body, resources and operating process.

Evidence assessment
Sky Canada is significant because it examined the reporting system before making claims about the reported phenomena. The project documented a fragmented Canadian arrangement in which different bodies received information for different purposes, creating uncertainty about where the public should report, what data should be retained and who should communicate an outcome.
The final report is a policy review, not a case study. Its recommendations for clearer intake, standardised information and responsible public access address conditions needed for later analysis; they do not establish that a permanent service was created or that any observation had an extraordinary cause. Consultation evidence also records the experience and views of participants rather than a representative measure of Canadian sightings.
The project’s longer-term importance will depend on implementation. Later official records would be needed to show which department accepted responsibility, what resources were assigned and whether new data practices improved the quality or accessibility of reports.
