概要
2021年6月25日、国家情報長官室(ODNI)は国防総省のUnidentified Aerial Phenomena Task Forceと共に作成した短い公開情報評価、Preliminary Assessment: Unidentified Aerial Phenomenaを公表した。主に2004年11月から2021年3月までの出来事に関する米政府のUAP報告144件を検討し、当時得られた情報から合理的に何を結論できるかを見極めようとした。
報告された現象を説明したことよりも、収集データからまだほとんど決定できないと正式に認めたことに、調査結果の特徴があった。
評価に含まれた144件のうち、UAP Task Forceは一件を大きな空気の抜けつつある気球と高い確信を持って識別した。他には評価で具体的な原因を帰属させなかった。80件には複数のセンサーによる観察があり、21件の報告で表された18件の事象には、調査者が追加分析を要するとみなした異例な動きや見かけの性能の描写があった。飛行士がUAPとの接近事象を報告した11件も記録した。 ODNI予備評価
これらの数字は後に現代UAP論議で最も繰り返された統計の一部となった。ただし意味は、説明されない物体143個と直読するよりも、単に情報不足で未識別だったと全報告を片付けるよりも複雑である。

2021年の評価
評価が作られた理由
報告書は、2021会計年度の情報権限法に付随するSenate Report 116-233に含まれた議会の指示に従った。
上院情報特別委員会は、国防長官その他の関係機関との協議の下で国家情報長官に評価を求めた。求められた作業はUAP目撃を数えるだけではなかった。議会は、Office of Naval IntelligenceとUAP Task Forceが持つ情報の分析、地理空間・信号・人的・測定署名情報の検討、制限空域への侵入に関するFBI情報の調査、外国の敵対勢力の関与の可能性の評価、収集・研究・資源に関する提言を求めた。 Senate Report 116-233
その作業のための制度上の枠組みは、報告書より前に既に発展していた。

基礎となるデータ集合
144件という主要な数字は、報告の収集方法の文脈で解釈しなければならない。
評価によればデータ集合は主に2004年11月から2021年3月に起きた事象の米政府報告に限られる。ただしこの十七年間に均等に分布しない。大半は最後の二年間に由来し、海軍が2019年3月に正式な報告制度を導入し、空軍が2020年11月に採用した後に集まった。 ODNI予備評価

単純な頻度比較は難しい。2019年後の報告増加は遭遇の増加を示すかもしれないが、報告する意思や能力の高まりでも説明できる。反対に以前の少ない報告数から、同等の出来事が珍しかったと確信を持って推論できない。
UAP Task Forceはさらに、主に軍飛行士の直接の報告と、信頼できるとみなした制度からの報告に集中した。制御されない公の目撃報告より選定資料の証拠の質を高めた一方、軍の航空活動、訓練区域、高度なセンサー環境に偏る特殊な標本となった。

報告書が確立したこと
144件の報告

これは説明されないUAP 143件と広く短縮された。技術的には妥当な表現だが、誤解されやすい。

したがって未解決という分類は、従来の説明を調査者が尽くしたうえで不十分だと判定したことを必ずしも意味しない。
関連する大気情報の欠落、距離の不確かさ、センサーのメタデータ不足、短過ぎる観察、十分詳細な追加調査ができなかったことにより、報告は未識別となり得る。反対に、得られたデータに既知の物体と本当に整合しにくいと調査者が考える特徴があるため、未解決の観察もあり得る。
公開評価には、143件のそれぞれがその幅のどこにあるか判断する事例ごとの情報が足りない。
文書の解釈における主要な限界の一つだ。報告書は集計統計を示し、基礎となる事象目録は公開しない。外部の研究者は各報告の証拠の質を再構成できず、十分な距離・速度測定のある件数も、主にデータ不足で未解決なのか見かけ上異常な観察で未解決なのかの件数も確定できない。
報告書自身の文言は慎重な読みを支持する。大半のUAPは限られたデータ、収集・処理・分析の困難によって未識別のままだった可能性が高いと述べる一方、成功裏に特徴付けるには追加の科学的知識が必要なものもあり得ると認める。 ODNI予備評価

複数センサーの報告
評価のより重要な結果の一つは、144件のうち80件に複数センサーの観察があったことだ。

複数センサーの検出は証拠として重要になり得る。
独立した制度が同じ対象を観察し、相互に整合する情報を生むなら、一つの機器の故障による説明の可能性は下がる。視覚・光学・無線周波数の観察を組み合わせれば距離、速度、物体の特徴の推定も改善できる。
2021年の評価自体も、未識別の観察を既知の物体と区別し、異例な性能があるか調べる際、センサーの視点と同時に観察するセンサーの数が重要だと指摘する。 ODNI予備評価
ただし集計値の80から各事例の強さは判断できない。
公開報告書は各出来事のセンサーの組み合わせ、遭遇の全期間で測定が同時だったか、全センサーがまさに同じ見かけの物体を追跡したか、距離と速度のデータが相互に整合したかを指定しない。

相当の割合の報告が孤立した目撃証言だけには基づかないというUAP Task Forceの評価を支える。しかし80個の物体が異例な特徴を示したことを確立せず、報告された全ての性能特性が複数機器で独立に測定されたとも示さない。
その問いには基礎となるセンサー記録が必要だ。
報告された飛行特性
評価で技術的に最も興味深い部分は、データ集合のずっと小さい群に関するものだ。
21件の報告で表される18件の事象について、観察者は異例とみなされるUAPの動きや飛行特性を描写した。上空の風の中で静止しているように見え、風に逆らって移動し、急な機動を行い、識別できる推進手段なしに相当の速度で進んだものがあると報告書は述べる。少数の軍用機の制度はUAP観察に関係する無線周波数エネルギーも処理した。 ODNI予備評価

後年の公の議論が報告書自体より断定的になりがちな箇所である。
文書は18個の物体が既知の空気力学・物理学の限界を破ったと実証したわけではない。観察者が異例な動きを報告したことと、少量のデータが追加の検証を要する加速やシグネチャ管理の特性を示すように見えたことを述べた。
見かけの速度・加速ではこの区別が特に重要だ。距離、物体の大きさ、観察の幾何、気象条件、センサーの挙動の信頼できる推定がなければ、角度上の動きを物理的性能に換算するのは難しい。距離と速度が独立に確立された本当の複数センサー事例は、一つの視点から推論された見かけの機動よりずっと強い証拠となる。
公開評価は18件についてその区別に必要な事例データを出していない。群は実際に興味深いが、引き出せる結論は限られる。
報告されたパターン
報告書は、得られた報告の間で形、大きさ、とくに推進について見かけ上共通する部分も認めた。同時に全体のデータ集合は詳細な傾向分析には小さ過ぎるとした。 ODNI予備評価 方法論上は妥当な組み合わせだ。初期の群分けは仮説を生めるが、群が異なる物理的分類を示すとは確立しない。
似た形の描写は類似する物体の繰り返しの観察を示すかもしれない。また似た運用環境、共通の観察条件、報告用語、遠い対象を描写する際に選べる単純な形状の限られた範囲に影響されたかもしれない。
位置の扱いは有用な例だ。UAPは軍の訓練・試験区域に集まって見えたが、ODNIは直ちに、その場所にはデータ集合に入る観察者、センサー、報告の仕組みも多いと認めた。 ODNI予備評価
飛行時間、センサーの稼働時間、他の空域での比較可能な観察数といった適切な分母がなければ、集中は基礎となる現象がその場所を本当に好むことと、検出機会が増えたことを容易に区別できない。
報告書は特定の物体の種類に帰属できる行動パターンを実証したのではなく、調査に値するパターンを特定した。
説明の分類

The developmental-programme category is particularly important because the report's wording is more cautious than some later summaries imply. ODNI stated that some observations could relate to classified U.S. government or commercial aerospace programmes, but that investigators had been unable to confirm that such systems accounted for any of the reports collected. This is not equivalent to establishing that classified U.S. technology was absent from the dataset. It records that the Task Force had not successfully attributed a case to such technology at the time of the assessment.
The foreign-adversary category was treated similarly. ODNI said that it lacked data indicating that any UAP were part of a foreign collection programme or represented a major technological advancement by an adversary, while continuing to monitor that possibility because of its obvious counterintelligence implications. Again, the significance lies partly in the uncertainty. The report did not conclude that Russia, China or another actor was responsible, but neither did it regard foreign technology as sufficiently excluded to remove it from further investigation.
The final “other” category preserved space for reports that could not yet be addressed by the other groups. ODNI suggested that some cases might require additional scientific knowledge or improvements in collection and analysis before they could be characterised. ODNI Preliminary Assessment
The public report does not use extraterrestrial or alien as an explanatory category. This is worth noting because much contemporary discussion treated the assessment as though it had been primarily commissioned to determine whether extraterrestrial spacecraft were present. Its formal analytical purpose was instead centred upon airspace, intelligence and national-security attribution.
The open “other” category did not establish an extraordinary origin; it preserved unresolved cases for which the existing categories could not yet be applied confidently.
Flight safety and national security
The report made its most direct conclusion in relation to flight safety.
ODNI stated that UAP represented a safety-of-flight concern and documented 11 reports in which pilots described near misses. It also noted that unidentified objects in training areas could interrupt military exercises, cause aviators to alter operations or require investigation regardless of their eventual origin. The national-security conclusion was more conditional.
UAP could represent a security concern if some incidents involved foreign intelligence collection or a breakthrough capability developed by an adversary. At the time of the report, ODNI said it lacked data demonstrating either proposition. ODNI Preliminary Assessment
This distinction is important.
The report's description of UAP as a national-security issue does not mean that investigators had determined that the objects were hostile systems. Unknown objects appearing in restricted or sensitive airspace constitute a security problem partly because their identity and intent have not been determined.
From an intelligence perspective, uncertainty itself can require investigation.
This framing helped move UAP reporting away from the older question of whether a witness had “seen a UFO” and toward the more operational question of why an object or sensor return could remain unidentified within monitored military airspace.
Method and institutional consequences
Reporting stigma and sensor limitations
One of the more important sections of the assessment concerns the reasons that the available evidence was poor. ODNI identified both technological and social obstacles.
Military aviators and intelligence analysts reportedly described reputational consequences associated with observing, reporting or discussing UAP. The Task Force assessed that this stigma had reduced as senior military, intelligence, scientific and political figures discussed the subject publicly, but that fear of professional embarrassment could still prevent observations from being reported. The evidential consequence is significant.
If unusual observations are selectively reported according to whether an individual believes a report will be taken seriously, the resulting database cannot be assumed to represent the underlying frequency or character of events accurately.
Sensor limitations created a separate problem.
The military's most sophisticated sensors are not necessarily its most suitable instruments for scientific identification of an unexpected object. A radar, targeting pod or weapon seeker may be exceptionally capable within its intended mission while still producing ambiguous information when used outside that context. ODNI therefore stressed the importance of viewing geometry, concurrent sensors and complementary information such as optical structure and radio-frequency range and velocity. Taken together, these limitations help explain why the report could simultaneously regard many observations as potentially involving physical objects and remain unable to determine their identity or performance confidently. Detection and identification are not the same problem.
The public report and underlying evidence
The public version of the Preliminary Assessment is more useful for understanding the government's analytical position than for independently evaluating individual UAP cases. It does not provide a catalogue of the 144 incidents.
Dates, locations, platforms and sensor combinations are generally absent. The 18 incidents involving unusual reported characteristics are not individually identified. The 11 near-miss cases are similarly not described in sufficient detail for outside reconstruction.
A partially declassified version released through ODNI's Freedom of Information Act process in 2022 showed that a more detailed classified record existed, but significant portions remained withheld. ODNI FOIA release This creates a recurring evidential problem in the modern government UAP record.
The Intelligence Community may possess information unavailable to the public because disclosure would expose sensor capabilities, collection methods, operational locations or intelligence sources. Those are legitimate national-security considerations. Yet withholding the same information also prevents independent researchers from testing some of the report's most interesting findings.
For example, the statement that a small amount of data appeared to indicate acceleration becomes much more informative if the underlying range, timing and sensor geometry can be examined. Without those details, the public can establish that the Task Force regarded the data as worthy of technical investigation, but cannot independently establish whether the apparent acceleration represented extraordinary physical performance.
The most appropriate treatment is therefore neither to assume that classified evidence must be extraordinary nor to assume that the absence of public data means the underlying observations are insignificant. The public evidence supports a narrower conclusion: the UAP Task Force encountered a subset of military reports whose reported characteristics it considered unusual and for which it believed further expert analysis was warranted.
Later reporting
The value of describing the assessment as preliminary became clearer when ODNI released its next public UAP report.
The 2022 Annual Report recorded 247 new UAP reports following the earlier assessment and another 119 reports involving events that occurred before the March 2021 cut-off but had not been included in the original dataset. The additional 119 earlier reports provide direct evidence that the original 144 cases did not constitute a complete record even for the period the preliminary assessment attempted to cover. This is not necessarily a failure of the 2021 report. The document had described its dataset as limited and expected continued reporting. The later additions demonstrate how substantial that limitation was. The 2022 report also provides an interesting test of the earlier proposition that improved reporting and analysis would allow many UAP to be characterised more conventionally.
Of the 366 reports newly added to the database, AARO and ODNI initially characterised 163 as balloons or balloon-like objects, 26 as unmanned aircraft systems or UAS-like objects, and six as clutter. Another 171 remained uncharacterised and unattributed, with some continuing to display reported characteristics requiring further investigation. The later data therefore support two parts of the 2021 assessment at once.
Improved collection and larger datasets can reveal ordinary explanations for a substantial proportion of reports. At the same time, better reporting did not cause the unresolved category to disappear, and ODNI continued to describe some cases as possessing apparently unusual characteristics requiring further analysis.
The 2022 statistics should not be used to retroactively assign explanations to the 143 reports left unattributed in 2021. The newer report concerns a substantially expanded dataset and does not publicly provide a one-to-one reassessment of the original cases.
What it does show is that unidentified at first review and fundamentally inexplicable are very different evidential categories.
Institutional consequences
The June assessment also had a measurable institutional afterlife.
On 23 November 2021, the Department of Defense announced the Airborne Object Identification and Management Synchronization Group as the successor to the UAP Task Force. The Department explicitly stated that the decision followed planning intended to address collection, policy, reporting and analytical challenges highlighted in the June ODNI assessment. Congress subsequently legislated a broader central UAP office in the FY2022 National Defense Authorization Act. In July 2022, the Department established the All-domain Anomaly Resolution Office, replacing the interim organisational structure and expanding coordination across the Department and Intelligence Community. It would be too simple to describe AARO as having been created solely because of the June 2021 report. Congressional interest and military reporting reforms were already developing independently. The assessment did, however, formally document the precise problems—fragmented collection, inconsistent reporting, limited analytical coordination and inadequate data—that the later organisational changes were designed to address.
Those problems were not resolved immediately.
A later Department of Defense Inspector General evaluation found that DoD components continued to use varying processes to collect, analyse and identify UAP and concluded that the Department lacked a comprehensive, coordinated approach. This retrospective finding adds weight to one of the less sensational but more important conclusions of the 2021 assessment: the government did not yet possess a mature system capable of collecting UAP information consistently enough for robust analysis.
Historical significance
The Preliminary Assessment is one of the more consequential documents in the modern history of U.S. government involvement with UAP, although its significance can easily be overstated.
It did not disclose that the government had verified extraterrestrial spacecraft. It did not conclude that any UAP demonstrated technology beyond human capability. Nor did it provide the public with the evidential record required to independently establish the reported extreme performance of individual objects.
What changed was institutional recognition of the problem.
A cabinet-level intelligence office publicly acknowledged that military personnel had produced a substantial body of UAP reporting, that many observations involved multiple sensors, that some reports contained apparently unusual characteristics, and that the existing government system was inadequate for resolving them reliably.
Equally important was the report's willingness to acknowledge uncertainty without collapsing that uncertainty into either dismissal or extraordinary explanation.
The Task Force recognised sensor error and observer misperception as possibilities while also declining to assume that these explanations accounted for the full dataset. It considered classified U.S. technology and foreign systems without claiming evidence for either. It identified collection bias around military ranges rather than treating the concentration of sightings there as inherently significant.
That analytical posture is perhaps more important than the headline number of 144 reports.
The institutional response that followed—AOIMSG, the statutory requirements of the FY2022 NDAA and eventually AARO—expanded the collection and analytical infrastructure in the direction recommended by the assessment. Later Inspector General findings show that implementing such a system proved more difficult than simply creating a new office.
Seen in this context, the 2021 Preliminary Assessment should be regarded as an early baseline rather than a definitive UAP study. Its strongest conclusion was that the available evidence was not yet good enough.
The unresolved question is what proportion of that uncertainty would disappear under better observation and what, if anything, would remain after the ordinary causes, reporting errors and sensor effects were more effectively removed.
That is the question the report identified but could not answer.
Evidence assessment
The 2021 Preliminary Assessment occupies an unusual position in the modern UAP record because its most consequential finding was uncertainty.
Its dataset contained substantially more than unsupported eyewitness accounts. Eighty of the 144 reports involved multiple forms of observation, most reports came from military aviators operating in controlled environments, and a smaller group contained reported movement or signature characteristics sufficiently unusual to attract further technical investigation.
These features justify taking the reports seriously as an aviation, intelligence and scientific data problem. They do not, however, provide a straightforward measure of how many genuinely anomalous objects were present.
The evidential quality of the 144 reports varied, yet the public document largely compresses that variation into aggregate statistics. A multi-sensor observation with reliable range and velocity information potentially carries far greater analytical value than a short visual report, but both contribute to the same headline count. Similarly, the designation unexplained combines cases that may lack basic information with cases that remained of interest because apparently unusual behaviour survived initial review.
This makes the figure of 143 unresolved reports less informative than it first appears.
The subset of 18 incidents involving unusual reported movement is more significant, but still incomplete. ODNI's choice of language is careful: the phenomena appeared to display certain characteristics, while sensor error, spoofing and observer misperception remained active possibilities. The report called for further analysis rather than declaring that breakthrough technology had been demonstrated.
There is consequently a meaningful difference between saying that the U.S. government had reports of apparently unusual performance and saying that it had verified extraordinary performance. The 2021 public assessment supports the former much more clearly than the latter.
The multi-sensor finding should be treated similarly. Detection through more than one modality reduces some forms of uncertainty and supports the assessment that many events involved physical objects. Without the underlying records, however, it cannot demonstrate the identity, origin or extraordinary nature of those objects.
Later reporting partly validates the assessment's emphasis upon better data. Once reporting expanded, many additional cases could be initially characterised as balloons, drones or clutter. This suggests that the most durable contribution of the 2021 report was not an answer to the UAP question but a change in how the problem was defined.
Rather than asking whether military witnesses were reporting “UFOs” in the cultural sense of the term, the assessment treated unidentified observations as a collection-and-attribution problem. It considered sensor performance, intelligence sources, reporting bias, foreign technology, flight safety and the need for standardised data.
That approach does not determine what the strongest unresolved incidents represent. It does, however, provide a more rigorous framework within which that question can potentially be answered.
