Overview
In December 2023, the All-domain Anomaly Resolution Office (AARO) announced that it had begun publishing the findings of its Historical Record Report, a comprehensive review of U.S. government investigations into Unidentified Anomalous Phenomena (UAP) dating back to the 1940s.
The review was mandated by Congress through the National Defense Authorization Act for Fiscal Year 2023, which directed AARO to examine historical government records relating to UAP investigations, assess longstanding allegations concerning secret recovery programmes and provide both classified and unclassified reports to Congress.
The project represented the first official government effort to conduct a comprehensive historical review of UAP programmes across multiple departments and agencies since the beginning of the modern disclosure era.
Background
The requirement for a historical review followed increasing congressional interest in government transparency, particularly after:
- The publication of the ODNI Preliminary Assessment in 2021.
- The establishment of AARO in 2022.
- Public allegations made by former intelligence officer David Grusch during 2023.
- The introduction of the Schumer-Rounds UAP Disclosure Act, which proposed the systematic review and release of historical UAP records.
Congress directed AARO to examine both classified and unclassified records from the Department of Defense, the Intelligence Community and other federal agencies to determine whether historical allegations concerning hidden UAP programmes were supported by documentary evidence.
The Historical Review
AARO's review examined decades of government investigations, including:
- Historical U.S. Air Force and Department of Defense programmes.
- Intelligence Community records.
- Previously classified government documents.
- Archived military reporting.
- Interviews with current and former government officials.
- Allegations regarding historical UAP recovery and reverse-engineering programmes.
According to AARO, the review was intended to establish a documented historical record based on available evidence rather than speculation or unsupported claims.
Officials stated that additional volumes would be published as the review progressed.
Public and Government Response
The announcement was welcomed by many members of Congress, who viewed the historical review as an important step toward improving transparency regarding past government investigations.
Researchers and journalists also expressed interest in the review, noting that it represented the first official attempt to examine many longstanding allegations within a single coordinated government project.
Some observers remained cautious, arguing that the completeness of the review would ultimately depend upon the level of access granted to classified historical records.
The review continued into 2024, culminating in the publication of Volume One of AARO's Historical Record Report.
Historical Significance
The commencement of AARO's Historical Review marked an important expansion of the U.S. government's modern UAP programme.
Its significance includes:
- First comprehensive historical review conducted by AARO.
- Examination of government UAP investigations dating back to the 1940s.
- Assessment of historical allegations concerning undisclosed programmes.
- Increased congressional oversight of historical government records.
- Foundation for the publication of AARO's Historical Record Report.
The review demonstrated that the U.S. government was not only investigating contemporary UAP reports but also systematically reassessing the historical record surrounding unidentified anomalous phenomena.
