Overview

On 26 July 2023, the U.S. House Committee on Oversight and Accountability, through its Subcommittee on National Security, the Border, and Foreign Affairs, held a public hearing titled "Unidentified Anomalous Phenomena: Implications on National Security, Public Safety, and Government Transparency."

The hearing featured sworn testimony from former intelligence officer David Grusch, retired U.S. Navy Commander David Fravor, and former U.S. Navy Lieutenant Ryan Graves.

The hearing became one of the most widely viewed congressional discussions of UAP in modern history, bringing together firsthand military witnesses and a former intelligence official to discuss reporting procedures, aviation safety concerns and allegations regarding undisclosed government programmes.

Background

The hearing followed several significant developments:

  • The publication of the ODNI Preliminary Assessment in 2021.
  • The establishment of AARO in 2022.
  • NASA's Independent UAP Study.
  • David Grusch's public allegations in June 2023.
  • The introduction of the Schumer-Rounds UAP Disclosure Act less than two weeks earlier.

Members of Congress sought testimony from individuals with direct operational experience as well as from a whistleblower who had previously provided classified information to inspectors general and congressional committees.

David Grusch

Former Air Force intelligence officer David Grusch testified under oath that he had been informed of alleged long-running government programmes involving the recovery and reverse engineering of craft of unknown origin.

Grusch stated that:

  • He had provided classified information to the Intelligence Community Inspector General.
  • He believed information had been improperly withheld from Congress.
  • Individuals involved in alleged recovery programmes had provided him with detailed accounts.
  • He could identify relevant individuals and locations in classified settings.

Grusch acknowledged that many of his statements were based on information provided by other officials rather than personal observation.

David Fravor

Retired Navy Commander David Fravor described his involvement in the 2004 USS Nimitz "Tic Tac" incident, during which he observed an unidentified object exhibiting unusual flight characteristics during a military training exercise off the coast of California.

Fravor reaffirmed his previous public statements, describing the encounter as one of the most unusual events of his military career.

Ryan Graves

Former Navy pilot Ryan Graves testified that unidentified objects had become a recurring presence within military training areas along the U.S. East Coast.

He argued that improved reporting systems were necessary because unidentified objects operating near military aircraft represented a genuine aviation safety concern, regardless of their ultimate origin.

Public and Government Response

The hearing attracted extensive international media coverage and generated renewed public debate regarding government transparency.

Members of Congress from both political parties expressed support for continued investigations and encouraged witnesses to provide additional classified testimony where appropriate.

The Department of Defense reiterated that AARO had found no verifiable evidence supporting claims of undisclosed extraterrestrial recovery programmes but stated that all credible allegations would continue to be investigated.

The hearing also increased public awareness of existing military reporting systems and ongoing congressional oversight of UAP investigations.

Historical Significance

The July 2023 House Oversight hearing is widely regarded as one of the defining public events of the modern UAP disclosure movement.

Its significance includes:

  • Public sworn testimony from military aviators and former intelligence personnel.
  • Renewed congressional examination of alleged undisclosed government programmes.
  • Increased attention to aviation safety and military reporting procedures.
  • Greater public awareness of AARO and ongoing congressional oversight.
  • Continued bipartisan engagement with UAP transparency legislation.

Although many questions raised during the hearing remained unresolved, it represented one of the most significant examples of congressional oversight concerning unidentified anomalous phenomena in recent history.
