Project Magnet marked the beginning of Canada’s formal federal engagement with the modern UFO problem. In 1950, Wilbert B. Smith, a senior radio engineer in the Department of Transport, proposed a part-time study that linked reported “flying saucer” performance to his existing interest in geomagnetism and radio propagation. The Department approved use of its facilities and equipment within the existing organisation, with cooperation available from bodies including the Defence Research Board and National Research Council.

The project was modest in scale. Smith initially worked largely on his own and later with limited part-time assistance. Its work combined two distinct activities: collection and analysis of UFO reports, and experimental investigation of physical ideas Smith thought might explain the reported technology. By 1953 he had also established a small instrumented station at Shirley’s Bay, west of Ottawa, intended to monitor magnetic, radio, radiation and gravity-related disturbances.

Project Magnet did not produce a result that persuaded the Department of Transport to adopt Smith’s conclusions. Archival research indicates that officials decided in June 1954 to end the work as an official project, citing the absence of facts warranting a special government programme and growing concern over publicity. Smith continued related work privately, with permission to use spare departmental equipment under conditions that separated his activities from official sponsorship.

Context and mandate

Historical context: Smith’s 1950 proposal

Smith’s proposal emerged from a genuine technical career rather than from a dedicated UFO office. He was involved in radio engineering and ionospheric work, fields in which geomagnetism and radio propagation were legitimate research concerns. His UFO interest developed in the late 1940s and became more focused during a 1950 trip to Washington, D.C.

The surviving record contains two distinct strands concerning that trip. Smith’s personal papers include notes, written from memory, describing information attributed to American physicist and defence consultant Robert I. Sarbacher. More importantly for the official Canadian record, Smith’s 21 November 1950 Department of Transport memorandum reported that enquiries through Canadian embassy staff had produced claims that the U.S. treated the flying-saucer subject as highly classified, considered the objects real, and was investigating their operation. The memorandum used those claims to support a proposal for Canadian research.

The memorandum is historically important because it documents what Smith told his superiors and why he wanted the project approved. It is not independent Canadian verification of the American claims it relays. The provenance is therefore asymmetric: the Department of Transport memo is an authentic part of the Canadian record, while the underlying U.S. assertions remain second-hand within that document.

Authorisation and mandate

Smith’s later Project Magnet report states that the work was authorised in December 1950 by C. P. Edwards, Deputy Minister of Transport for Air Services, “for the purpose of making as detailed a study of the saucer phenomena as could be made within the framework of existing establishments.” The modern Canadian government summary likewise records that the Department granted Smith permission in 1950 to conduct part-time research.

The wording matters. Project Magnet was official in the sense that Smith had departmental authorisation and access to government facilities and equipment. It was not a large, separately funded national programme. The surviving record instead describes a small activity fitted around existing duties and appropriations. That limited scale became a persistent constraint on the project’s ability to collect controlled data.

Documentary analysis

What Project Magnet actually studied

Project Magnet combined observational and theoretical work. Smith gathered sighting reports, developed methods for weighting witness information, and examined whether patterns in reports could justify stronger conclusions. In parallel, he pursued physical experiments related to magnetic-field behaviour, energy release and radio propagation. Early apparatus was crude, and Smith himself described some observations as qualitative; later work was intended to produce more controlled measurements.

This dual structure is central to understanding the project. Magnet was not simply a Canadian equivalent of Project Blue Book. Smith was less interested in classifying every report than in asking whether the reported performance of UFOs pointed towards physical principles that could be experimentally reproduced. Over time, however, his interpretation moved beyond what his experiments had established. By 1952–53, Smith was increasingly arguing that the reported objects represented a real technology and that the problem should be approached as one of acquiring or understanding that technology.

A later U.S. government review of foreign UFO programmes noted the same distinction: Smith’s report reflected his own conclusions and did not represent the official position of the Department of Transport or the parallel Project Second Storey committee.

Shirley’s Bay instrument station

By late 1953, Smith had assembled an instrumented station at Shirley’s Bay, a restricted government research area roughly fifteen kilometres west of Ottawa. Contemporary descriptions and later archival reconstruction indicate a small building containing equipment intended to monitor magnetic fluctuations, radio noise, radiation and gravity-related changes. The station was an attempt to move the work from witness reports towards instrumented observation.

The station attracted substantial press attention. That publicity created friction inside the Department of Transport, which was concerned that Smith’s increasingly public statements about extraterrestrial technology were being interpreted as official Canadian government conclusions. Correspondence recovered from the period shows officials trying to keep press coverage sober and to prevent the Department from being presented as endorsing claims that went beyond its institutional position.

The 8 August 1954 instrument reading

The most famous episode associated with Shirley’s Bay occurred on 8 August 1954, when Smith later said the recording equipment registered an unusually large disturbance. The weather prevented a useful visual check. In later accounts, Smith interpreted the reading as potentially associated with a nearby unidentified object.

Its evidential value is limited by the surviving record. The event was an isolated instrumental anomaly without visual corroboration or a documented independent sensor track, and Hayes notes that it does not appear in the available official documentation of the programme. The Department’s decision to terminate Project Magnet had already been set in motion in June. The chronology therefore weighs against the later narrative that officials closed the project in immediate response to a successful UFO detection.

Outcomes and legacy

Termination of official sponsorship

Archival correspondence places the decisive institutional action in June 1954. A Department of Transport memorandum dated 25 June concluded that the work had not produced facts warranting a special government project. Smith was to stop carrying it out on departmental time. He could continue related work privately and could use equipment when it was otherwise available, but any future publicity was to make clear that the Department was not sponsoring his research.

This arrangement explains why later accounts sometimes give different end dates. The formal decision to withdraw official status occurred in June, while Smith’s use of facilities and related activity did not stop abruptly. Later government correspondence simplified the history further, sometimes describing Smith’s work as personal research. The surviving authorisation and termination records make the more precise position clear: Project Magnet did have official sanction, but that sanction was limited and was withdrawn in 1954.

Relationship to Project Second Storey

Project Magnet and Project Second Storey are often conflated, but they served different purposes. Magnet was Smith’s engineer-led research programme inside the Department of Transport. Project Second Storey, created in 1952, was an interdepartmental committee involving the Defence Research Board and military/intelligence representatives. Smith participated in Second Storey, but his conclusions did not become the committee’s conclusions.

The distinction is historically useful because it shows two competing models of official Canadian engagement operating at the same time: an exploratory technical programme driven by one engineer’s hypothesis, and a broader committee assessing how government should handle the UFO issue. Their different trajectories help explain why Canada’s institutional response continued after Magnet ended.

Historical significance

Project Magnet is historically significant because it represents Canada’s first documented federal research initiative directed specifically at the modern UFO problem. It also demonstrates that early official interest outside the United States was not limited to passive collection of reports: a Canadian government engineer was permitted to pursue an experimental hypothesis and eventually constructed an instrumented station.

The project is equally significant as a case study in the boundary between authorised research and institutional endorsement. Smith’s work was real and officially permitted, but his increasingly confident interpretation of UFOs as advanced or extraterrestrial technology was not adopted by his department. Much of the later mythology around Project Magnet arises from collapsing those two levels into one.

Finally, Magnet helped set the conditions for Canada’s broader administrative response. The difficulties created by limited data, personal conviction, public attention and unclear departmental ownership were precisely the kinds of problems the more collective Project Second Storey attempted to address.

Evidence assessment

The institutional evidence for Project Magnet is strong. Canada’s Department of Transport authorised Smith to conduct part-time research using government facilities, the project generated reports and technical work, an instrumented station was established at Shirley’s Bay, and the Department later withdrew official sponsorship. These points are supported by contemporary archival records and by the Canadian government’s modern Sky Canada review.

The scale and status of the programme require more careful wording than the phrase “secret Canadian UFO project” often receives. Magnet was an official government activity, but a small one: it was embedded in an existing technical section, worked largely part time, and appears to have operated without the resources of a dedicated national investigation office. Calling it merely Smith’s private hobby during its official phase understates the record; presenting it as a major covert Canadian programme overstates it.

Smith’s scientific approach had a legitimate experimental component. He attempted to translate claims about unusual aerial performance into testable questions about magnetic fields, radio effects and instrumentation. That is a more substantive approach than simply collecting anecdotes. The weakness was that the underlying technological premise increasingly ran ahead of the experimental results. The surviving work does not show a reproducible physical effect that required an exotic propulsion model, and Smith’s later confidence in extraterrestrial vehicles was not matched by an equivalent level of controlled evidence.

The 1950 memorandum is one of the most historically consequential documents in the file because it has often been cited as evidence that Canada learned of a highly classified U.S. UFO programme. Its secure evidential value is narrower. It establishes that Smith reported such information to his Department and used it to justify research. The memo does not independently authenticate the American claims, identify a documentary U.S. programme behind them, or show that Canadian officials verified them before approving Magnet. That distinction is material because the memo became a foundation for later narratives involving Vannevar Bush and alleged crash-retrieval secrecy.

The Shirley’s Bay station represents Magnet’s strongest effort to obtain instrumented evidence. The August 1954 disturbance is therefore relevant, but it remains an ambiguous signal. No visual observation identified a corresponding object, no independent sensor record has been shown to establish a track or trajectory, and the event appears only in later accounts rather than the available official programme documentation. It is reasonable to preserve the reading as part of the project history; it is not a strong basis for concluding that the station detected a craft.

The termination chronology is also important. Archival material shows that the Department had already moved to end official sponsorship in June 1954. Publicity and the lack of persuasive results were both factors. This makes the popular sequence—successful detection on 8 August followed by abrupt government shutdown two days later—historically weak. Smith continued work after the official project ended, which helped blur the boundary between the government phase and his private research in later retellings.

The available evidence therefore supports treating Project Magnet as a genuine but limited Canadian government research programme whose historical significance is greater than its evidential yield. Confidence is very high in the project’s existence, official authorisation, small-scale experimental character and 1954 withdrawal of sponsorship. Confidence is moderate that its methods represented a serious attempt to improve the evidence base despite restricted resources. Confidence is low that the project produced validated evidence of advanced non-human technology or that its termination was triggered by a successful detection. Its enduring importance lies in showing how early post-war governments experimented with different ways of treating the UFO problem—and how quickly institutional support could diverge from the conclusions of the individual researcher leading the work.
