In 2005, the Centre national d’études spatiales (CNES) replaced SEPRA with the Groupe d’Études et d’Information sur les Phénomènes Aérospatiaux Non identifiés (GEIPAN). CNES’s own institutional history describes the change as a restructuring ordered by the agency president after an audit of SEPRA. The added “I” — information — expressed a new requirement for public transparency alongside the established functions of collecting, analysing and archiving reports of unidentified aerospace phenomena (PAN).

The reform grew out of a review commissioned by CNES management at the end of 2001. The audit found that SEPRA retained valuable archives, reporting protocols and investigative experience but was operating with very limited staff and reduced capacity for analysis, external cooperation and public communication. Its recommendations called for continuation of the activity within CNES, a steering committee, clearer investigative functions, stronger links with scientific and operational partners, and renewed publication and public access.

By mid-2005 CNES had decided to create the new structure and its oversight body, COPEIPAN. The committee’s inaugural meeting took place on 22 September 2005 according to its 2006–2007 activity report. GEIPAN remained a small CNES unit, but the reform created a more explicit governance model: an independent steering committee would review priorities and relationships with public bodies, while a multidisciplinary expert network could be called on for difficult cases. The first major transparency project — systematic publication of case archives — followed in 2007 and is treated as a separate historical milestone.

Context and mandate

Background: SEPRA had reached an institutional limit

The 2005 reform is best understood as the outcome of a longer contraction in France’s official PAN programme. GEPAN, created in 1977, had originally combined report collection with methodological development, scientific studies and oversight by a scientific council. Its resources were reduced in the early 1980s, and in November 1988 it was replaced by SEPRA, a smaller service combining PAN work with atmospheric re-entry monitoring. By February 2000, CNES removed re-entry monitoring from SEPRA’s mission and refocused the service on PAN information and the testimony database.

The later audit describes the practical result plainly. At the time of review, SEPRA consisted of its engineer in charge, Jean-Jacques Velasco, and a half-time secretary. Its report intake had remained relatively low for much of the 1990s, and staffing constraints limited foreign contacts, new initiatives and sustained publication. What SEPRA retained was substantial: decades of paper archives, a developing database, established channels with the gendarmerie, police, civil aviation and air force, and accumulated experience in investigating reports that justified deeper work.

That combination — valuable infrastructure inside a service operating close to minimum capacity — was the immediate institutional problem CNES chose to review. The agency had to decide whether to preserve, reorganise or end a public-sector capability that already possessed a unique national archive and formal reporting relationships.

The 2001 SEPRA audit: the foundational review

CNES management commissioned an audit at the end of 2001 to decide the future of the activity. The surviving synthesis identifies the original final report as dated 30 November 2001. CNES/GEIPAN later described it as the “founding document” of GEIPAN because the 2005 structure followed its principal institutional recommendations.

The audit proposed a three-level model for handling PAN information. A “guichet” function would receive, archive and make an initial assessment of reports. An “analyse” function would organise deeper investigations and call on relevant laboratories or specialists. A research function could be proposed when a sufficiently defined problem justified a dedicated R&D project. The audit recommended that the revived service concentrate operationally on the first two functions while retaining the ability to propose research through external scientific organisations.

The report also called for formal governance. It recommended a small steering committee drawn from exact sciences, human sciences, operational bodies such as gendarmerie and aviation, and independent figures. The committee would set objectives, review the quality of work, supervise relationships with public bodies and specialist laboratories, and periodically reassess the programme’s direction. This was designed to restore a form of multidisciplinary oversight without recreating the larger GEPAN structure of the late 1970s.

Public communication was one of the audit’s strongest recommendations. It described SEPRA’s contemporary communication arrangements as unsatisfactory and proposed renewed technical publication, a dedicated website, partial public access to the database, clearer responses to witnesses and media, and a unified CNES communication policy. The recommendation was institutional rather than promotional: the service was expected to show its methods, publish results and reduce the opacity surrounding an activity that had continued for years with little routine public output.

Why CNES chose to continue the activity

The audit gave two principal reasons for retaining the PAN function at CNES. The first was scientific: unusual observations could justify rational investigation, particularly where they remained unexplained after ordinary causes had been considered and where the record was strong enough to support characterisation or comparison. The second was civic and operational: witnesses were already reporting unusual events to public authorities, and the state required a competent destination able to assess those reports and return useful information.

The report also regarded CNES as a suitable institutional home. The agency had technical expertise in spaceflight, imaging, orbital mechanics and atmospheric phenomena, while its established relationships with other public bodies allowed access to data that a private group could not routinely obtain. Equally important, the archive and reporting network already existed inside CNES. Rebuilding the function elsewhere would have risked fragmenting those assets.

This reasoning shaped the eventual reform. GEIPAN was created as a small operational group embedded in CNES, supported by external expertise and supervised by a steering structure able to draw together the administrations that supplied data or had operational interests in the subject.

Documentary analysis

The 2005 restructuring: from SEPRA to GEIPAN

CNES’s current institutional history states that, following the audit, the President of CNES decided in 2005 to restructure the activity and replace SEPRA with GEIPAN. The name deliberately echoed GEPAN while adding “Information” to the title. This was the most visible signal of the reform: public communication was elevated from an intermittent supporting task to one of the programme’s stated purposes.

The change also corrected an ambiguity inherited from SEPRA. During the SEPRA period the unit had carried different expansions of its acronym as its atmospheric-re-entry function changed, while the public associated it primarily with PAN reports. GEIPAN returned the subject of the service directly to its name and linked that subject to both study and information. The name therefore expressed the post-audit institutional model more accurately than SEPRA had by the early 2000s.

Jacques Patenet became the responsible officer for GEIPAN during the new structure’s first years. The oversight committee, COPEIPAN — Comité de Pilotage pour l’Étude et l’Information sur les Phénomènes Aérospatiaux Non identifiés — was created by the President of CNES as an authority supervising the programme’s activities and advising CNES management on direction. Yves Sillard, a former CNES director general and the official who had initiated GEPAN in 1977, served as the committee’s first chairman.

COPEIPAN: restored oversight and institutional coordination

The 2006–2007 committee report records that creation of the steering committee was decided in mid-2005 and that its inaugural session took place on 22 September. Its composition included representatives of the air force, civil aviation, gendarmerie, meteorological service, police and civil security, CNES management, and scientists appointed in a personal capacity. A DGA representative was added later. The committee’s role was to steer GEIPAN’s activities, coordinate with represented organisations and make recommendations to CNES; operational responsibility remained with CNES management.

This governance layer was one of the clearest institutional differences from late-period SEPRA. It provided a formal route through which operational agencies could influence reporting protocols and share data, while scientific members could review methodology and analytical priorities. It also created an external check on a very small internal team, reducing the extent to which the programme depended on the views or capacity of one responsible officer.

The early committee did more than meet administratively. Its first two years included hearings with specialists and researchers, review of reporting agreements, development of public-release policy, and approval of a multidisciplinary expert group. These activities demonstrate that the 2005 reform was implemented as a governance and network change rather than only a new title for the existing office.

A multidisciplinary expert network

One practical weakness identified by the audit was that the range of expertise needed for PAN cases was much broader than a small permanent unit could hold internally. A report might require astronomy, image analysis, meteorology, radar interpretation, psychology of perception, materials analysis, orbital mechanics or aviation knowledge. The audit therefore recommended formal relationships with laboratories and subject specialists, activated when a case required them.

COPEIPAN approved a volunteer scientific expert college in December 2006. By the following year it contained around thirty members and used a collaborative system to review cases that remained unresolved after preliminary investigation. GEIPAN also developed or renewed working relationships with the gendarmerie, air force, civil aviation, Météo-France, scientific police and research laboratories. This networked model became one of the defining features of the reformed programme.

For historical assessment, the expert network is more important than the number of permanent GEIPAN staff. The reform did not restore the seven-person GEPAN of its most expansive period. Instead, it attempted to multiply the analytical reach of a small permanent service through formal access to outside expertise and institutional data.

Outcomes and legacy

Information and transparency as a core mission

The “I” in GEIPAN encoded a formal information mandate. CNES’s own history links it directly to the audit recommendation that the public be informed transparently. The steering committee’s first major decision was to place the archives online, implementing the President of CNES’s stated transparency objective. This required the digitisation and anonymisation of more than 100,000 pages and the construction of a public system capable of exposing case material within legal and security constraints.

The first public archive site opened on 22 March 2007. Its immediate technical overload — the site failed under demand within hours and had to be restored in a simplified form — demonstrated the scale of public interest. The release is historically significant enough to stand as a historical milestone in its own right. Within the 2005 page, its role is evidential: it shows that the information mandate adopted during the restructuring was translated into a concrete programme rather than remaining a statement of intent.

The same transparency model also included systematic feedback to witnesses, public explanation of analytical methods and communication with media and specialist organisations. Its purpose was to make the public-service process legible: what had been reported, what information was available, how the case was investigated and what classification resulted.

Reporting protocols and the state network

GEIPAN inherited official reporting channels from GEPAN and SEPRA, then revised several of them. A new protocol with the Direction générale de la Gendarmerie nationale was signed on 13 April 2006. It updated witness-interview procedures, introduced a guide for taking statements, improved rapid information exchange and created the legal framework needed to publish relevant gendarmerie records. Similar working relationships were developed with civil aviation, the air force, Météo-France and other services.

This network is central to GEIPAN’s institutional significance. Its distinctive value lies in its position inside a public-sector data chain where police statements, aviation information, meteorological records, orbital data and military inputs can be requested or compared under established agreements.

The arrangement places GEIPAN institutionally as a technical CNES service. It can receive and analyse material from operational agencies, while those agencies retain their own responsibilities. GEIPAN’s function is to investigate and document PAN reports and inform the public, using partner data where available.

What changed — and what remained continuous

The 2005 reform combined continuity of record with a meaningful change in governance. The archive, case history, reporting relationships and much of the practical investigation experience came from GEPAN and SEPRA. GEIPAN did not begin a new French UAP record from zero; it inherited nearly three decades of material and an established administrative lineage.

The changes were nevertheless substantial. Public information became explicit in the group’s identity. A steering committee reintroduced multidisciplinary oversight. Institutional partnerships were renewed and formalised. An expert college expanded access to specialist knowledge. Publication of case records became a programme objective. The reorganisation therefore addressed several of the exact weaknesses the 2001 audit had identified: isolation, weak communication, limited external coordination and dependence on a very small internal staff.

There were also limits. GEIPAN remained small, and the audit’s more ambitious research possibilities were never equivalent to a dedicated national research laboratory. The practical model centred on collection, investigation, classification, archiving and information, with research projects possible when justified and generally dependent on external expertise. That narrower remit is important to understanding both the strengths and the limits of the post-2005 institution.

Historical significance

The creation of GEIPAN is one of the most important institutional events in modern non-U.S. UAP history because it preserved a long-running official programme while changing its accountability and public-access model. France did not simply reopen a dormant UFO office in 2005. CNES reorganised an existing state capability after an internal audit concluded that the archive, reporting network and scientific/civic function justified continuation.

The event also introduced a durable institutional architecture. The combination of a small CNES technical group, an external steering committee, official reporting partners, volunteer investigators, specialist experts and public case publication remains recognisable in GEIPAN’s current structure. Subsequent changes have updated methods and technology, but the core post-audit model has endured.

2005 should therefore be treated as a distinct historical milestone between the 1988 creation of SEPRA and the 2007 public release of the archives. It marks the point at which France’s official PAN activity was reorganised around transparency, networked expertise and formal governance — the characteristics that most clearly distinguish contemporary GEIPAN from late-period SEPRA.

Evidence assessment

The documentary basis for the 2005 GEIPAN event is unusually strong. CNES and GEIPAN maintain institutional histories identifying 2005 as the year GEIPAN replaced SEPRA; the 2001 audit survives in an official CNES-hosted synthesis; and the 2006–2007 steering-committee report records how the new governance structure operated after its creation. These sources allow the event to be reconstructed mainly from records produced by or for the institution itself, rather than from later participant recollection.

The most important finding is that GEIPAN was a reform of an existing capability. The continuity with GEPAN and SEPRA is direct: archive, reporting protocols, investigation experience and institutional home all carried forward. The creation event is therefore best understood as a change in mandate and governance, not the start of French governmental interest in PAN. That distinction matters because descriptions such as “France created a UFO agency in 2005” erase nearly three decades of preceding CNES activity and obscure why the reform was undertaken.

The 2001 audit provides the clearest evidence for what the reform was intended to fix. It portrays SEPRA as valuable but institutionally weak: very small staffing, reduced initiative, limited communication, incomplete database work and underdeveloped relationships outside routine domestic channels. Its recommendations map closely onto the later GEIPAN model — steering oversight, public communication, systematic intake and analysis, external scientific expertise and renewed institutional agreements. The match between diagnosis, recommendation and later implementation gives high confidence that the audit materially shaped the 2005 structure.

Transparency was a substantive component of the change. CNES’s current history explicitly ties the “I” in GEIPAN to informing the public, and the early steering committee made archive publication its first major decision. The 2007 release demonstrates implementation at scale: transparency had become an explicit organisational responsibility supported by a concrete publication programme.

The restored oversight model also deserves weight. COPEIPAN brought civil and military administrations, CNES management and scientific members into a single supervisory forum. That structure improved institutional coordination, reduced reliance on a single programme head and provided a durable mechanism for multidisciplinary review and policy advice. CNES management retained authority over organisation and mission.

The scientific significance of the reform should be calibrated to the programme actually created. GEIPAN’s methodology aims to identify ordinary causes where the evidence supports them, investigate stronger unresolved cases and preserve structured records. The 2001 audit envisaged deeper research where justified, but the permanent unit remained small and relied heavily on partners and volunteers. GEIPAN is therefore strongest as a national reporting, investigation, archival and information infrastructure. Its existence provides an organised way to examine PAN reports; conclusions about the underlying causes of individual cases must still rest on the evidence in those cases.

Overall, the available evidence supports treating the 2005 creation of GEIPAN as a high-confidence institutional milestone. It preserved the French state’s continuous PAN record while correcting several weaknesses of late-period SEPRA through formal oversight, renewed partnerships, distributed expertise and an explicit public-information mission. The most consequential outcome was not a new official theory of UAP, but a more transparent and accountable framework for receiving, analysing and publishing reports.
