On 14 July 2025, the Office of the Chief Science Advisor of Canada (OCSA), led by Chief Science Advisor Dr. Mona Nemer, made public the final report of the Sky Canada Project, Management of Public Reporting of Unidentified Aerial Phenomena in Canada. The report itself carries a June 2025 imprint; contemporary Canadian reporting identifies Monday, 14 July as the date of its public online release. The event is therefore dated 14 July 2025 while preserving June 2025 as the report’s documentary publication date.
Sky Canada was not a case-investigation programme and did not collect or analyse first-hand UAP evidence. Its remit was administrative and scientific-policy oriented: to determine how reports from the Canadian public were being received, recorded, shared, explained and, where appropriate, investigated; to compare the Canadian system with selected foreign approaches; and to recommend improvements. The project consulted federal departments and agencies, police and aviation bodies, researchers, civil-society organisations and international counterparts, and commissioned a 2024 national public-opinion survey.
The final report’s most consequential finding was structural. Canada had no single public-facing federal system for UAP reporting. Transport Canada and NAV CANADA could record aviation-related occurrences; the RCMP and other police services could receive public calls; defence bodies responded where national-security or operational concerns arose; environmental and scientific agencies sometimes received questions; and civilian organisations maintained their own databases. These channels were not organised into one standardised national dataset, and most bodies did not routinely investigate reports outside their existing mandates.
The report therefore issued fourteen recommendations. They included identifying a lead federal scientific organisation, establishing a dedicated service that could collect testimony, investigate cases and publish analyses, improving reporting by pilots and air-traffic personnel, creating clearer interdepartmental coordination, facilitating open access to data, supporting citizen science and data-collection tools, and establishing international partnerships. The Canadian Space Agency was named as an example of a trusted scientific institution that could be considered for the lead role, not as an agency that had already accepted that mandate.
The event is significant because it represents a modern national science-advice review of UAP reporting infrastructure rather than a government conclusion about the physical nature or origin of UAP. Its strongest contribution is the documented diagnosis of a reporting and analysis gap and the explicit recommendation for a transparent, scientifically usable public system. The report does not establish how many Canadian sightings represent genuinely anomalous physical events, and its survey of public experience should not be read as an incidence estimate for unexplained phenomena.

Context and mandate
Why Sky Canada was launched
The OCSA launched Sky Canada in the autumn of 2022 and publicly developed it through 2023. The project emerged in a period when UAP had returned to formal government and scientific discussion internationally. In the United States, Congress had imposed new UAP reporting requirements, the Department of Defense had established the All-domain Anomaly Resolution Office (AARO), and NASA convened an independent UAP study team. France’s GEIPAN provided a longer-running model of a civilian national reporting and investigation service. Canada, by contrast, no longer had an equivalent centralised public function.
The institutional gap was historical rather than absolute. Canada had previously maintained several official UFO-related programmes and reporting arrangements. Project Magnet and Project Second Storey operated in the early 1950s. From 1967 to 1995, the National Research Council (NRC) became the principal federal destination for civilian UFO reports, where Peter Millman and colleagues maintained “non-meteoritic sightings” files. The NRC collection was eventually transferred to Library and Archives Canada. After that role ended, no successor national public reporting service took its place.
The report also connected the project’s urgency to the February 2023 North American high-altitude-object incidents. Those events demonstrated the practical difficulty of rapidly classifying objects in shared North American airspace and the public-information problems that arise when identification, security assessment and recovery remain incomplete. Sky Canada did not investigate those incidents; it used them as context for why reliable reporting, technical discrimination and public communication matter.
A wording caution is needed here. The final report describes the Yukon and two U.S. objects as small high-altitude balloons. Public records surrounding the February 2023 shoot-downs did not establish the identity of every object with the same level of certainty as the Chinese high-altitude surveillance balloon recovered off South Carolina. This descriptive choice is peripheral to Sky Canada’s reporting-system analysis and should not be imported here as an independent resolution of those cases.
Scope: what the project did and did not do
Sky Canada deliberately separated the governance of UAP reports from the underlying question of what UAP are. OCSA stated that the project was not designed to prove or disprove extraterrestrial life or extraterrestrial visitation, was not collecting first-hand photographs, videos or witness accounts for case analysis, and was not intended to turn the Chief Science Advisor’s office into the permanent UAP reporting destination.
That boundary is central to evaluating the final report. The project can support conclusions about whether Canada has coherent procedures, whether reports are being preserved consistently, whether witnesses know where to go, and whether public data can be assembled for research. It cannot establish the physical origin of an unresolved sighting because it did not create a case dataset and did not perform independent sensor or forensic analysis of individual events.
The report nevertheless addressed science in a meaningful institutional sense. It reviewed the evidential problems that make UAP research difficult, including sparse measurements, observer uncertainty, inconsistent terminology, and the high probability of ordinary astronomical, meteorological, aviation or technological explanations. It argued that better standardised data would improve both conventional identification and the study of any residual cases that remain difficult after adequate investigation.
Documentary analysis
Methodology and consultation base
OCSA gathered information from federal departments and agencies, subject-matter experts, researchers, journalists, civilian reporting organisations and selected international programmes. The final report lists organisations including Transport Canada, NAV CANADA, the RCMP, the Canadian Space Agency, the Canadian Coast Guard, the National Research Council, Library and Archives Canada, Environment and Climate Change Canada’s Meteorological Service, the Department of National Defence, Defence Research and Development Canada, GEIPAN and MUFON Canada.
The project also reviewed historical records and published UAP literature and compared Canada with selected foreign systems, particularly among G7, Five Eyes and other countries with formal or semi-formal reporting mechanisms. International comparison was used primarily to identify governance practices rather than to compare national UAP incidence rates.
A separate public-opinion component was commissioned from Earnscliffe Strategies in 2024. The online survey included 1,008 Canadian adults and asked about familiarity with UAP, self-reported sightings, reporting behaviour, trust, beliefs about possible explanations and attitudes towards government action. These results are relevant to demand for a reporting service and the social environment around UAP, but they are not observational evidence about any particular sighting.
The historical reporting gap: 1967–1995 and after
One of Sky Canada’s most useful historical findings is the continuity it draws between earlier federal reporting systems and the modern administrative gap. The NRC served from 1967 to 1995 as the principal federal organisation receiving public UFO reports. Its files, including “non-meteoritic sightings,” were eventually transferred to Library and Archives Canada, where government UFO records from several departments remain accessible.
The end of the NRC role did not mean that Canadian authorities stopped receiving unusual-airborne-observation reports. Instead, the function fragmented. Aviation reports continued through safety systems; police services recorded calls when public-safety or suspicious-activity concerns arose; military organisations retained security and operational responsibilities; and members of the public increasingly relied on private UFO groups or online platforms.
This distinction explains the final report’s central policy finding. Canada did not lack every pathway for reporting something unusual in the sky. It lacked a coordinated, public-facing system whose mandate was specifically to receive, preserve, triage, analyse and explain UAP reports across ordinary agency boundaries. The report treats that absence as a data-quality and public-trust problem rather than evidence that government had ceased all interest in anomalous airspace activity.
Current federal reporting landscape
Transport Canada and NAV CANADA provide the clearest existing civil-aviation pathway. Pilots typically report unusual observations to air-traffic services, which can generate Aviation Occurrence Reports and subsequent Civil Aviation Daily Occurrence Reporting System (CADORS) entries. Members of the public can also submit aviation occurrence information. CADORS therefore preserves some UAP-related material, but its mission is aviation occurrence reporting, not scientific UAP investigation.
The final report cited a review that identified only 17 pilot-reported 2023 occurrences that could be considered UAP-related, approximately 0.08 per cent of pilot incidents in CADORS. OCSA’s point was not that these 17 represented the full Canadian UAP population; it was that the safety database captures only a narrow reporting stream and that low frequency within CADORS gives Transport Canada little operational incentive to build a dedicated explanatory programme.
The RCMP receives reports from the public but does not maintain a UAP-specific national classification or investigative policy. Calls are handled according to public-safety and law-enforcement relevance and may be coded under broader categories. Provincial and municipal police consulted by OCSA similarly lacked standardised UAP systems. This makes retrospective counting difficult and means potentially comparable reports may be buried within unrelated administrative categories.
The Department of National Defence and Royal Canadian Air Force address unidentified objects where defence, threat or operational issues arise. Defence Research and Development Canada told OCSA it had no formal programme or public-reporting mandate for UAP. Sky Canada also noted the reported 2023 Five Eyes briefing involving AARO but said OCSA could not access first-hand information about that classified exchange. The final report therefore does not provide a full account of military or intelligence UAP processes.
The Canadian Space Agency did not collect public UAP reports at the time of the study and stated that most such observations occur within Earth’s atmosphere, outside its normal operational remit. That makes its later appearance in Recommendation 1 important: OCSA suggested that the CSA could be considered because of scientific credibility and international networks, not because it already operated a hidden or existing UAP investigation function.
Environment and Climate Change Canada’s Meteorological Service receives questions about atmospheric phenomena but does not maintain a UAP case archive and said its resources were committed to weather services. The Coast Guard has reporting procedures for suspicious or unidentified maritime observations, again within a safety and intelligence framework rather than a dedicated UAP science service. The cumulative picture is one of multiple partial channels with different purposes and data standards.
Outcomes and legacy
Public opinion and reporting behaviour
The Earnscliffe survey found that 27 per cent of respondents said they had at some point observed an object or phenomenon in the sky they could not identify, and 11 per cent said such an observation had occurred within the previous year. Only about 10 per cent of those reporting an experience said they had formally reported it, while roughly 40 per cent of all respondents said they would not know whom to contact.
The survey also found material support for greater government involvement. About half of respondents said the federal government should do something about UAP sightings. Fifty-five per cent considered it important to establish a service or agency to which Canadians could report sightings, and 71 per cent considered public availability of sighting information important.
These numbers describe attitudes and self-reported experiences, not the frequency of objectively anomalous events. “I saw something I could not identify” is a statement about the observer’s state of identification at the time. It includes ordinary objects and phenomena that might be readily explained with additional information. The survey is therefore strongest as evidence of public demand, uncertainty and reporting behaviour, not as evidence that one quarter of Canadians have encountered an exotic phenomenon.
The report separately estimated that public organisations collectively receive roughly 600 to 1,000 Canadian UAP reports each year. OCSA explicitly cautioned that no central collection exists, that datasets overlap and that the same event can be reported through multiple channels. That range is therefore best treated as an approximate reporting-volume estimate rather than a national incidence statistic.
International comparison and the GEIPAN model
Sky Canada examined foreign approaches to identify practices Canada could adapt. France’s GEIPAN was especially relevant because it combines a public reporting portal, structured case files, investigation, classification and publication within the national space agency CNES. The final report repeatedly uses GEIPAN as an example of the kind of transparent scientific-public interface Canada might emulate without asserting that the French system resolves every methodological problem.
The project also reviewed the United States, where AARO addresses defence and intelligence UAP reporting and NASA’s 2023 independent study emphasised better data, calibrated sensors and scientific openness. Other international entities cited in the recommendations include Chile’s SEFAA. The report’s international argument is practical: UAP observations cross jurisdictional boundaries, and standardised methods would make data-sharing and comparative analysis more useful.
The comparison has limits. Agencies differ in legal mandate, access to classified systems, national airspace responsibilities, privacy law, resources and public-reporting culture. A Canadian service modelled on GEIPAN would therefore require domestic decisions about mandate and integration with aviation, defence and police systems rather than simple institutional copying.
The fourteen recommendations
The recommendations are the core policy output of the final report. They are proposals for consideration by the Government of Canada, not measures that became operative simply because the report was published.
- Identify a federal lead for public UAP data, with OCSA suggesting that a trusted scientific organisation such as the Canadian Space Agency could be considered.
- Establish a dedicated public service able to collect testimony, investigate cases, follow up with witnesses and publish analyses.
- Improve civil-aviation reporting by encouraging pilots, cabin crew and air-traffic personnel to report without stigma and by linking analysis between Transport Canada and NAV CANADA.
- Develop a proactive public-communication strategy on UAP.
- Create stronger intra-governmental collaboration so relevant departments can share expertise and appropriately forward reports or data.
- Improve media relations and communicate common misidentifications in order to reduce misinformation and disinformation.
- Establish access to current multidisciplinary expertise, including an expert panel on evidence-based approaches to misinformation and disinformation.
- Facilitate open access and open data for transparency and research.
- Conduct periodic public surveys to measure perceptions and evaluate the effectiveness of any new service.
- Support citizen-science programmes that can contribute to UAP observation and science literacy.
- Develop publicly accessible digital and portable data-collection tools, including bilingual applications and interactive platforms.
- Use Canada’s astronomy, aerospace and research strengths more directly in UAP public dialogue and research.
- Build information-sharing partnerships with international UAP organisations such as AARO, NASA, GEIPAN and SEFAA.
- Pursue international research and public-communication cooperation.
Taken together, the recommendations propose an institutional pipeline: a clear front door for reports, standardised information capture, technical triage, access to specialist expertise, public explanation, preservation of data for research, and connections to international counterparts. Their significance is therefore greater as a system design than as fourteen independent proposals.
Evidence assessment
The publication of the final Sky Canada report is strongly documented. The official OCSA report and Government of Canada catalogue identify the document, issuing office, June 2025 imprint, 59-page extent, catalogue number and bilingual publication. Contemporary Canadian reporting on 14 July states that the final report was published that Monday, while later reporting that week describes it as newly released. The most defensible chronology is therefore: report dated June 2025; public web release 14 July 2025.
The report’s central administrative diagnosis is well supported by the evidence it gathered. Canada has several mechanisms capable of receiving unusual-airspace reports, but those mechanisms exist for different purposes and do not form a single national public UAP system. Transport Canada/NAV CANADA focus on aviation occurrences; police services focus on public safety and law enforcement; defence organisations focus on threats and military operations; scientific and environmental agencies respond within narrower mandates. OCSA documented that most bodies do not compile or analyse UAP reports systematically, which makes cross-agency trend analysis and case follow-up difficult.
That conclusion should not be inflated into a claim that Canadian government bodies ignore all unexplained aerial events. They do act when an observation intersects with aviation safety, national security, emergency response or criminal concerns. Sky Canada’s criticism is more specific: ordinary public UAP reports lack a coherent end-to-end pathway for standardised capture, scientific assessment, witness feedback and public release. This distinction is important because it separates a governance gap from a defence-surveillance gap.
The project’s scientific value is chiefly methodological and infrastructural. Standardised observations with time, location, geometry, environmental conditions, imaging metadata and independent corroboration are inherently more useful than heterogeneous anecdotes. A public reporting service could also improve conventional identification by correlating reports with satellites, aircraft, balloons, weather, astronomical objects and other known sources. If a residual subset remained unresolved after that process, those cases would begin from a stronger evidential base than the present patchwork allows.
The report does not demonstrate that unresolved UAP constitute a single physical phenomenon, nor that the unexplained residual is extraordinary. OCSA itself notes that many cases remain unresolved because reliable data are missing. “Unexplained” is therefore an analytical status, not an origin category. This is particularly important when the report’s language about a minority of unexplained cases is quoted outside its methodological context.
The public-opinion evidence is useful but easy to misuse. The survey shows that a substantial minority of respondents have experienced something in the sky they could not identify and that many Canadians would support a transparent reporting service. It does not measure the objective prevalence of anomalous craft or even the number of distinct events. Self-reported uncertainty, overlapping witnesses and unreported ordinary explanations prevent that inference.
The estimated 600–1,000 annual Canadian reports is similarly best treated as a service-demand indicator. Because reports are distributed across civilian organisations and government channels, datasets may contain duplicate events and different thresholds for acceptance. Conversely, low reporting rates imply many observations never enter any dataset. The range is sufficient to show a persistent reporting population but not precise enough for epidemiological-style inference about the phenomenon itself.
Recommendation 1 is often summarised as Sky Canada assigning the Canadian Space Agency responsibility for UAP. That is incorrect. The report says a lead federal organisation should be identified and offers the CSA as an example that could be considered because it is a trusted scientific organisation with communications capacity and an international network. At the time of the study, the CSA explicitly did not collect UAP reports. The recommendation is therefore a proposed governance option, not an implemented transfer of authority.
The recommendation for a GEIPAN-like dedicated service is one of the report’s most substantive departures from previous Canadian practice. It would create a public-facing investigation and publication function rather than merely redirecting reports into existing security or aviation databases. Whether such a service would be effective would depend on mandate, funding, access to government data, technical expertise, privacy rules, publication standards and the ability to issue mundane explanations without becoming either an advocacy body or a purely dismissive filter.
The report’s emphasis on misinformation and disinformation is defensible as part of a public-science mandate, but implementation would require careful separation between false factual claims, unresolved evidence, speculation and legitimate disagreement. A credible UAP service would increase trust only if its own methods, evidential thresholds and uncertainty statements were transparent and independently examinable. Labelling contested interpretations without making source data available would work against the report’s parallel open-data recommendation.
One limitation of the review is that it was primarily civilian. OCSA consulted defence organisations and discussed the reported 2023 Five Eyes UAP briefing, but it did not have access to first-hand information from that classified exchange and did not attempt to map the complete military-intelligence reporting architecture. The report is therefore a strong assessment of the public/civilian reporting problem, not a comprehensive inventory of every Canadian government UAP-related sensor, intelligence or threat-reporting process.
Implementation remains the principal open issue. The final report recommends action but does not itself create a lead agency, reporting portal, investigation unit or data-sharing mandate. Official and public sources available through 30 August 2026 do not document a comprehensive federal implementation announcement establishing the proposed national service. That absence should be recorded as “implementation not publicly confirmed,” not as proof that no internal work has occurred.
Overall, the available evidence supports treating the 14 July 2025 release as a major Canadian policy and scientific-governance milestone. Its importance lies less in any judgement about extraterrestrial hypotheses than in formal recognition by the federal Chief Science Advisor that the existing reporting environment is fragmented and scientifically weak. The report sets a concrete standard against which future Canadian action can be measured: centralised responsibility, standardised data, transparent analysis, open research access and public communication. Whether that architecture is built is a separate question from the quality of the diagnosis.
