Overview

NASA commissioned the UAP Independent Study Team in June 2022 to examine how civil-government data, scientific methods and future observations could improve the study of unidentified anomalous phenomena (UAP). The 16-member external panel brought together expertise in astronomy, Earth observation, aviation, artificial intelligence, data science and public safety.

The team did not re-investigate historical incidents or determine whether any report had an extraordinary origin. Its remit was methodological: assess the information environment, identify collection problems and recommend how NASA’s existing capabilities could support future work.

The final report, issued on 14 September 2023, treated poor calibration, missing metadata and inconsistent reporting as the central barriers to analysis. It recommended systematic use of NASA assets, improved public reporting, collaboration with AARO and the selective application of machine-learning tools to well-characterised datasets.

History

  1. June 2022

    Study commissioned

    NASA announced an independent study focused on data and scientific methods rather than a review of historical cases. David Spergel was appointed chair and Daniel Evans served as the agency’s designated federal officer.

  2. 24 October 2022

    Membership announced

    NASA named a 16-member team with backgrounds spanning scientific research, aviation, technology, communications and the analysis of classified or sensitive observations.

  3. 31 May 2023

    Public meeting held

    The team discussed data quality, reporting stigma and possible civil-government contributions during a public session. The meeting exposed both the breadth of potential data sources and the difficulty of combining observations collected for different purposes.

  4. 14 September 2023

    Final report delivered

    The panel published its recommendations and completed its appointed study period. NASA separately announced a director of UAP research to coordinate subsequent agency activity.

Outcome and legacy

Completed advisory study

The independent team is no longer active. Its public meeting, final report and supporting NASA material constitute the record of the panel’s work.

Data and reporting recommendations

The report recommends better metadata, calibrated observations and a reporting environment that reduces professional stigma. These are programme recommendations rather than findings about a particular object or event.

Agency follow-through

NASA stated that it would appoint a UAP research director and coordinate with AARO. Those continuing agency activities are institutionally related to, but separate from, the completed independent study team.

Evidence assessment

The NASA study team changed the terms of the public discussion more than it changed the case record. Its report treated UAP as a problem of data quality, calibration, metadata and reporting practice, and asked how a civil science agency could improve future study. The panel did not investigate the historical inventory and did not identify a new class of object.

Its recommendations are consistent with ordinary scientific requirements: define the question, understand how a sensor produced a measurement, preserve contextual data and make analysis reproducible. NASA’s participation gives those principles institutional visibility, but the report is advisory. It does not demonstrate that suitable datasets now exist or that the proposed coordination and reporting arrangements have been implemented in full.

The completed panel should therefore be assessed by the clarity of its methodological diagnosis and by later agency follow-through. Claims about a particular sighting still require case-specific evidence; the report supplies a framework for collecting that evidence rather than a conclusion in advance of it.

Scope and limits

What the record supports

  • Brought a major civil science agency into the UAP discussion through a public, methods-led review.
  • Placed calibration, metadata, sensor context and reproducibility ahead of conclusions drawn from sparse observations.
  • Established a practical distinction between studying the reporting and data problem and asserting that a novel physical phenomenon had been identified.

Limits on interpretation

  • The team did not investigate past cases and did not produce a case database.
  • Its report is a roadmap and advisory product, not evidence that NASA identified a new phenomenon.

Evidence note: The final report describes how UAP could be studied more effectively; it should not be represented as a NASA finding about the origin of any particular event.
