On 20 April 1977, CNES Director General Yves Sillard signed Decision No. 135/CNES/DG. The decision ordered that the study of the “UFO phenomenon” begin at the Toulouse Space Centre on 1 May, instructed CNES units to establish a Groupe d’Études des Phénomènes Aérospatiaux Non Identifiés (GEPAN) in liaison with outside scientific bodies, and created a scientific council to set the group’s orientations and monitor its work. Claude Poher, a CNES engineer who had already been examining UFO reports privately and statistically, was placed in charge of the initial definition phase.

The founding decision was deliberately methodological. Its central task was to develop scientific methods for analysing observation reports that had already been collected and filtered. It did not prescribe a preferred explanation for the reports. The first scientific council reinforced that emphasis in December 1977: it supported continued work at CNES, called for better national data collection and case-investigation methods, and stated that the evidence then available did not allow it to determine whether the reported facts were genuinely anomalous or scientifically important.

GEPAN’s significance lies in the structure it created. France moved from dispersed reporting and individual interest inside public institutions to an official CNES programme with scientific oversight, links to the Gendarmerie and other technical bodies, formal investigation procedures, statistical work and published technical notes. Although the programme changed substantially after its first eighteen months, its institutional lineage continued through SEPRA from 1988 and GEIPAN from 2005.

Context and mandate

Background: from national reporting to a CNES programme

The creation of GEPAN followed several years in which French public institutions had already begun to accumulate UFO reports without a dedicated national scientific programme. A later CNES internal history records that the Gendarmerie had been instructed from 1974 to investigate reported observations. In 1975, the Director of the Gendarmerie Nationale wrote to the CNES director concerning the transmission of gendarmerie reports to a CNES engineer—Claude Poher—on a personal basis. This meant that a potentially valuable stream of official witness material existed before the agency had established a formal research unit.

The political climate had also changed. In a February 1974 France Inter interview, Defence Minister Robert Galley publicly argued for an open-minded approach to unexplained aerial reports. The later SEPRA audit identified that ministerial statement, a favourable study by former auditors of the Institut des hautes études de défense nationale (IHEDN), and Poher’s existing work as factors that made the environment favourable for a CNES programme. These developments provide context for the decision; the surviving founding instrument itself rests authority with CNES and defines the project in scientific and organisational terms.

Poher’s position was unusual because he was already inside an institution equipped for aerospace analysis. CNES had access to specialists in orbital mechanics, atmospheric science, imaging, radar-related expertise and other disciplines useful for distinguishing unfamiliar observations from known aerospace or natural phenomena. The 1977 decision therefore placed the subject where technical consultation could be organised around an existing national research agency rather than within an ad hoc civilian association.

The founding instrument: Decision No. 135/CNES/DG

Decision No. 135 is the clearest primary record for what GEPAN was created to do. Five short articles established the programme’s basic architecture. The study of the UFO phenomenon was to begin at Toulouse on 1 May 1977. The Toulouse Space Centre and the CNES programmes directorate were to establish GEPAN in liaison with outside scientific organisations. A scientific council would set orientations and follow the group’s activities. During the definition phase, GEPAN was to develop methods for the scientific analysis of collected and filtered observation reports. Poher’s cell would conduct that phase and submit an initial activity report by the end of 1977.

That wording matters because it defines GEPAN first as a methodology and investigation programme. The raw subject matter was unusual reports, but the initial institutional question was how those reports could be collected, filtered and analysed in a scientifically defensible way. Resources were deliberately left to later decisions, indicating that CNES was creating a definition phase before fixing the programme’s longer-term scale.

Documentary analysis

Scientific oversight

The scientific council was not decorative. Its role was written into the founding decision and its recommendations became a mechanism through which CNES reviewed the programme. The first surviving recommendations, dated 14 December 1977, judged the creation of a study group justified and considered CNES an appropriate location because of its physical-science capabilities and the possibility of multidisciplinary work. At the same time, the council was cautious about the evidence. After reviewing GEPAN files, it said it was not yet able to assess whether the reported facts were truly anomalous or whether they possessed scientific interest.

Its practical recommendations were more consequential. The council called for faster information flow from the Gendarmerie, refinement of statistical selection procedures, precise methodologies for field cases and enquiries, and consideration of a multidisciplinary rapid-intervention team. It recommended continued activity within CNES, with GEPAN coordinating national data collection and studying the resulting material.

By June 1978 the council was reviewing a more developed operational system. It praised progress while continuing to demand scientific rigour, recommended improved meteorological data, better witness-reconstruction equipment, rapid response to recent close observations, consultation on radar false echoes and anomalous propagation, continued computerisation and statistical analysis, and broader study of rare natural phenomena. Importantly, it advised against adopting a preferred explanatory hypothesis to be tested against the reports. This was an explicit attempt to prevent the programme from being organised around a predetermined UFO theory.

Building a national information pipeline

GEPAN’s most durable institutional contribution was the integration of report collection with public authorities. The Gendarmerie had been recording observations before GEPAN existed, but the relationship became formalised after the group’s creation. A 1983 CNES study records that an official link and reporting protocol between GEPAN and the Gendarmerie Nationale were established in 1978, governing how brigades collected information and when they intervened.

This supplied the programme with a recurring source of structured reports from across France. The same CNES study counted 1,186 gendarmerie procès-verbaux accumulated by the end of 1982. The value of that system was not that police reports were intrinsically accurate; it was that they created a consistent administrative channel, preserved witness statements close to the time of observation and allowed later investigators to compare reports using common procedures.

GEPAN also developed links with laboratories and operational organisations whose expertise could be applied when necessary. The programme’s later internal documentation describes relationships spanning meteorology, geology, biochemistry, atmospheric physics, radar technology, psychology and other fields. This networked model became central to the French approach: a small core group could draw on specialist institutions rather than attempt to hold every technical capability internally.

Claude Poher and the definition phase

Claude Poher was central to GEPAN’s creation and early identity. Decision No. 135 named him as the person leading the definition cell. His previous work had included statistical examination of reports, and the initial programme reflected his interest in treating the subject as a problem that might yield to systematic classification and analysis.

The early GEPAN should not, however, be treated as a fully mature methodology from its first day. A 1981 internal retrospective by Alain Esterle, who succeeded Poher in November 1978, was unusually candid about the programme’s first phase. It argued that some choices made in 1977–78 were too close to approaches used by private UFO groups, including aspects of classification and witness evaluation, and described a methodological shift after October 1978. That internal criticism is important because it shows that the later GEPAN framework was partly a product of revision rather than simply the execution of a fixed founding model.

Poher left the post in 1978 and CNES formally appointed Esterle as head with effect from 2 November. The transition falls outside the founding event itself, but it marks the point at which GEPAN’s second methodological phase began. Later CNES decisions expanded staff and budget, giving the group a more stable operational base.

Outcomes and legacy

Methodological development

By the early 1980s, GEPAN’s published framework had moved beyond simple compilation of unusual stories. Its internal work separated data collection, field enquiries, statistical studies, laboratory support and research on transient aerospace phenomena. It treated “unidentified” as a status dependent on the observer and the available information: a report could lose that status after investigation if a conventional cause was established.

This approach produced an important methodological distinction between the existence of an unexplained report and the existence of a new physical phenomenon. GEPAN’s own 1981 summary stated that the available observation material did not provide a workable route to testing the extraterrestrial hypothesis. Instead, it argued for research methods designed to identify known causes where possible, improve the quality of residual data, and study rare or poorly characterised phenomena without committing to a single explanation.

The programme also generated technical notes and working documents, some devoted to individual investigations and others to statistics, witness methodology, instrumentation and known sources of misidentification. The later GEIPAN classification system evolved from this tradition, although its categories and procedures have been revised repeatedly.

From GEPAN to a long-lived French institution

GEPAN did not remain unchanged. CNES replaced it with SEPRA in 1988, restructured the activity again as GEIPAN in 2005, and began systematic public online release of the archive in 2007. Those transitions merit separate historical milestones because each changed the programme’s mandate or transparency model.

For the 1977 event, the important continuity is institutional. CNES has maintained an official function for collecting and analysing unidentified aerospace reports, under different names and structures, for nearly five decades. The current GEIPAN explicitly traces its origin to the creation of GEPAN in 1977. This makes the founding decision a durable policy event rather than a short experiment confined to the late 1970s.

Historical significance

GEPAN’s creation changed the French state’s relationship to UFO reporting in three ways. First, it provided a permanent institutional address inside CNES for a subject that had previously been handled through dispersed reporting and individual initiatives. Second, it connected the collection of witness reports to scientific and technical review through a formal council and external laboratories. Third, it helped create a national reporting pipeline in which the Gendarmerie could feed structured information to a specialist body.

The event is also important comparatively. While U.S. Air Force projects had framed much official UFO work through defence and intelligence concerns, GEPAN was placed inside a civilian space agency and developed a multidisciplinary investigation model. That institutional choice shaped the later French system, including the eventual emphasis on public information that became explicit with GEIPAN.

Its historical importance does not depend on whether GEPAN resolved the origin of the residual reports it studied. The enduring result of 1977 was the creation of a state-supported mechanism for collecting, analysing and revisiting anomalous aerospace observations under scientific oversight.

Evidence assessment

The establishment of GEPAN is exceptionally well documented. Decision No. 135/CNES/DG survives in the CNES/GEIPAN archive and fixes both the date and the original mandate. Later CNES decisions record changes in leadership, staffing and publication rules, while scientific-council recommendations show how the programme was reviewed internally. There is little uncertainty about the core institutional event: CNES deliberately created an official study group, effective 1 May 1977, to develop scientific methods for analysing unidentified aerospace reports.

The most important point in assessing the event is the precision of that mandate. GEPAN was not founded around a conclusion that a new class of vehicle had been demonstrated. Its starting problem was evidential: how should heterogeneous reports be collected, filtered and analysed? The first scientific council reinforced that position by declining to judge the reported facts anomalous on the material then available and by concentrating its recommendations on data quality, investigation methods and national coordination. That is a stronger description of the programme’s original scientific posture than later shorthand characterisations of it as a government “UFO office.”

The scientific architecture was credible but developmental. CNES gave the group access to an appropriate technical environment and imposed external scientific oversight. The council’s recommendations addressed concrete weaknesses in witness data, meteorological information, radar interpretation, statistical handling and rapid field response. At the same time, Esterle’s later internal review shows that some of the first methods were judged inadequate and were revised after 1978. The strongest conclusion is therefore that GEPAN created a serious framework for scientific investigation, not that every early analytical practice already met the standard the programme later sought to impose.

The relationship with the Gendarmerie significantly increased the programme’s research value. A central body receiving structured official reports could work with fresher testimony, preserve provenance and select cases for deeper investigation. The 1978 protocol transformed a pre-existing flow of police reports into an institutional data system. For historical assessment, this is more consequential than any single early GEPAN case because it explains how France developed a sustained national UAP archive.

The founding event also deserves weight for institutional durability. GEPAN itself was replaced in 1988, but CNES did not abandon the function. SEPRA and then GEIPAN carried forward parts of the collection, analysis and advisory role, and the current service identifies 1977 as the beginning of CNES study of PAN/UAP. The continuity supports a high-confidence assessment that the 1977 decision established a lasting French governmental research infrastructure, even though its methods, staffing and public-information policy changed substantially over time.

The available evidence therefore supports treating the creation of GEPAN as a major institutional milestone in the history of official UAP investigation. The documentary record strongly supports its status as a formal CNES scientific programme with genuine external oversight and national reporting links. Its evidential contribution is best measured in methodology, data infrastructure and continuity: the programme provided a mechanism for testing reports and separating identified phenomena from cases that remained unresolved, while leaving the interpretation of any residual class open to later evidence.
