Overview
Scott W. Bray is a U.S. intelligence official who served as Deputy Director of Naval Intelligence from January 2020 to November 2023 and appeared before Congress in May 2022 to explain the work of the Department of Defense's Unidentified Aerial Phenomena Task Force (UAPTF). He later served briefly as Acting Director of Naval Intelligence and, from 2023, became NATO Assistant Secretary General for Intelligence and Security. [S1][S2]
Bray's importance to the UAP record is institutional and methodological. He did not present himself as a witness to an extraordinary event. Instead, he was the senior intelligence official who publicly described how military UAP reporting had changed, why report numbers were increasing, what kinds of evidence the task force sought, and how some apparently unusual observations could be resolved through sensor and contextual analysis.

Intelligence background
NATO's official biography records that Bray spent much of his career in the U.S. Intelligence Community, including work at the Office of Naval Intelligence and the Office of the Director of National Intelligence. From 2012 to 2020 he served as National Intelligence Manager for East Asia, coordinating collection, analysis, counterintelligence, partnerships and resourcing across the intelligence community for that portfolio. He became Deputy Director of Naval Intelligence in January 2020, leading elements of the Naval Intelligence Enterprise and representing the Navy within the wider intelligence community. He served as Acting Director of Naval Intelligence from August to November 2023 before moving to NATO. [S1]
This background is relevant because the UAPTF was established within the Department of the Navy in August 2020. Bray's testimony therefore came from a senior official positioned close to the institutional reporting and intelligence structure rather than from an external commentator.
The May 2022 congressional hearing
On 17 May 2022, the House Permanent Select Committee on Intelligence's Subcommittee on Counterterrorism, Counterintelligence and Counterproliferation held an open and closed hearing on unidentified aerial phenomena. Chairman André Carson described the hearing as the first open congressional hearing on the subject in more than half a century. The event marked a significant change in institutional treatment: UAP reporting was presented publicly as a question involving flight safety, intelligence collection, operational security and scientific analysis rather than solely as a cultural or historical controversy. Why military UAP reporting was increasing
Bray told the committee that the Department had seen an increasing number of reports of unauthorised or unidentified aircraft or objects in military training areas since the early 2000s. He did not attribute the rise to a single cause.
Instead, he identified several contributors: deliberate efforts to reduce stigma around reporting, the growing presence of systems such as quadcopters and other unmanned aircraft, ordinary airborne clutter such as balloons, and improved sensor capability. [S3]
This is an analytically important point. A rise in UAP reports cannot automatically be interpreted as a rise in one underlying phenomenon. Changes in reporting culture, technology, airspace activity and detection thresholds can all increase the number of observations entering a database.
Flight safety and operational security
Bray described two principal reasons for taking military UAP reports seriously.
The first was flight safety. Unidentified objects entering training ranges can present collision or operational hazards regardless of their origin.
The second was security. An unknown object in restricted or sensitive training space may represent foreign intelligence collection, an unauthorised drone, another conventional intrusion or a phenomenon that cannot immediately be identified. [S3]
This framing is useful because it separates the requirement to investigate from any assumption about explanation. An object does not need to display extraordinary performance to justify attention if it is present where it should not be.
From anecdote to structured reporting
One of Bray's clearest contributions in the hearing was his description of the effort to move the subject from narrative reporting towards a more standardised data process.
He said the UAPTF built on Navy efforts to create reporting mechanisms for aviators and developed cockpit and post-flight procedures intended to capture observations more consistently. The task force engaged directly with aviators and sought to bring physics, optics, metallurgy, meteorology and other specialist disciplines into analysis. It also drew on expertise from government, industry, academia and international partners. [S3]
Bray characterised the objective as moving away from anecdotal accounts and towards rigorous science, technology and engineering analysis. This did not mean witness testimony became irrelevant; rather, testimony needed to be accompanied where possible by sensor, platform and environmental data.
The increase in reporting that followed therefore has a methodological interpretation as well as an evidential one. Better reporting systems can reveal incidents that would previously have gone unreported without implying that the physical phenomenon itself suddenly became more common.
The approximately 400-report figure
During the hearing, Bray said the UAP database contained approximately 400 reports at that time, a substantial increase over the number discussed in the 2021 preliminary assessment. [S3]
This figure has sometimes been repeated without adequate qualification. It represented reports in the database, not 400 verified examples of extraordinary performance. Bray's own testimony identified a mixture of causes and emphasised the limited quality of data in many cases.
A report count is therefore a measure of reporting volume. The evidential value of each case depends on its own sensors, context, corroboration and analytical result.
The triangular-image example
The hearing included discussion of videos in which objects appeared triangular when viewed through night-vision equipment. Bray explained that the observed shape was associated with the interaction between night-vision equipment and a single-lens-reflex optical system, and that the events had been correlated with unmanned aerial systems in the area. This example is important for two reasons.
First, it demonstrates a concrete analytical pathway from an unusual-looking image to a conventional explanation involving both a real object and an imaging effect. The appearance on video did not necessarily represent the physical shape of the object.
Second, it demonstrates why an explanation for one class of video cannot be applied automatically to every UAP report. Bray did not tell Congress that all cases had been solved; he explicitly acknowledged that the Department could not identify everything in the dataset.
The appropriate inference is therefore methodological: sensor artefacts and collection-system characteristics must be tested before physical conclusions are drawn from imagery.
Data limitations
Bray repeatedly returned to the shortage of high-quality data. Military sensors are generally designed for operational missions rather than scientific study of unexpected targets, and observations may lack range, geometry, calibration, environmental information or multisensor continuity.
This creates a recurring difficulty. A case may remain unidentified not because analysts have established extraordinary performance, but because there is insufficient information to discriminate among ordinary possibilities.
Bray's 2022 testimony anticipated a principle that remains prominent in later AARO reporting: the quality and completeness of collection are often more important than the raw number of reports.
Classification and public evidence
Bray also explained why UAP information can be classified even when the observed object itself is not sensitive. Disclosure may reveal the capabilities of military sensors, where they operate, what they can detect, or other intelligence sources and methods. [S3]
This is a legitimate national-security constraint, but it also limits independent scrutiny. Public researchers may receive a compressed video or an official conclusion without the complete data available to government analysts.
Classification should therefore not be treated as evidence that an observation is extraordinary. It is instead a limitation on what portions of the analytical record can be independently checked.
Later career
Bray left the Deputy Director of Naval Intelligence role in November 2023 after briefly serving as Acting Director of Naval Intelligence. NATO appointed him Assistant Secretary General for Intelligence and Security, where his responsibilities include coordinating NATO intelligence organisations and advising the Secretary General on intelligence and security matters. His later position confirms his senior standing in the intelligence profession. It should not, however, be used to imply a NATO UAP role unless specific evidence demonstrates one.
Evidence analysis
Bray's UAP-related importance rests on a well-defined primary source: sworn/public congressional testimony supported by an official House transcript. This provides unusually strong source provenance compared with later summaries or media retellings.
The testimony is valuable because it documents institutional method rather than merely conclusions. Bray described why reports increased, what hazards prompted investigation, how standardised reporting was introduced, why specialists from multiple disciplines were required, and how sensor artefacts could produce misleading appearances.
There are nevertheless limits. The open hearing exposed only part of the UAPTF's holdings; a classified session followed later the same day. The public cannot independently evaluate every case underlying Bray's broader statements. In addition, the triangular-video resolution is an example of one analytical class and should not be generalised to unrelated cases.

For case-level assessment, the strongest future evidence would be calibrated sensor data, platform metadata, range and geometry information, contemporaneous reporting, and transparent analytical steps sufficient for independent reproduction.
Overall assessment
Scott Bray belongs in the UAPRAD Humans index because he was one of the senior officials who publicly articulated the methodological basis of the modern military UAP reporting system. His 2022 testimony is significant not because it offered an extraordinary explanation, but because it documented a transition in how the Department of Defense sought to treat the problem: reduce reporting stigma, standardise collection, integrate specialist analysis and distinguish unidentified observations from demonstrably anomalous performance.
The hearing also provides an instructive example of evidential discipline. Bray acknowledged hundreds of reports while simultaneously explaining that report volume reflects many factors and that limited data can prevent identification. His discussion of triangular night-vision imagery showed how an apparently unusual visual signature can emerge from ordinary objects interacting with an optical system. Neither point resolves every UAP case, but both are central to a scientifically credible framework for evaluating them.
Bray's contribution is therefore best understood as part of the institutionalisation of UAP analysis. He helped place the subject within flight safety, counterintelligence and sensor-analysis processes and explained those processes in an open congressional setting. His testimony remains useful because it establishes what the government said it was doing at a defined point in the transition from the UAPTF to later AARO structures.
