On 25 November 1988, the Centre national d’études spatiales (CNES) dissolved GEPAN under Decision No. 104/CNES/DG. A second decision issued within the Toulouse Space Centre, No. 388/CST/D, immediately replaced it with SEPRA. The best detailed official reconstruction is the CNES-commissioned 2001 SEPRA audit, which records the new service as responsible for monitoring atmospheric re-entries while continuing the collection and preliminary processing of data relating to unidentified aerospace phenomena (PAN). Staffing was reduced again, to the equivalent of about 2.5 people.

The transition was more than a change of acronym. GEPAN had been created in 1977 as a research group with a scientific council, a programme of methodological development, external scientific collaborations and published technical work. Its scope had already contracted sharply in 1983, when staff were reduced and dedicated studies were removed. SEPRA formalised a leaner operational model. A CNES public brochure from the SEPRA period states explicitly that the service was no longer intended to initiate scientific studies itself; it would collect and assess reports, organise deeper investigations where necessary, handle atmospheric re-entry monitoring, and submit results through CNES scientific-programme channels when further research appeared justified.

The event therefore marks a contraction and reorientation of France’s official UAP research structure, not the termination of official activity. Reporting protocols, accumulated methods, case files and investigative practice continued. That continuity is central to SEPRA’s historical importance: it preserved a state-level UAP function through a period of reduced resources and public visibility, creating the institutional bridge between GEPAN and the later GEIPAN reorganisation of 2005.

Context and mandate

Background: GEPAN had already been reduced before 1988

GEPAN’s founding model was comparatively ambitious. Created in 1977, it was tasked with developing scientific methods for analysing PAN reports, supported by a scientific council and access to CNES and external technical expertise. During its early years it developed reporting protocols, field-investigation procedures, technical notes and links with the Gendarmerie, police, civil aviation and the Air Force.

The programme’s contraction began well before its formal dissolution. The later CNES audit records that GEPAN had expanded to as many as seven full-time staff, including a researcher, but was reduced in February 1983 to three people and more modest functions, with dedicated studies removed. The audit characterises the period from March 1983 under Jean-Jacques Velasco as an “operational phase”: methods developed under Claude Poher and Alain Esterle were increasingly applied to incoming reports rather than extended through a broad research programme.

This chronology matters when assessing the 1988 decision. The replacement of GEPAN did not abruptly dismantle a fully resourced scientific institute. It formalised a trajectory that had already moved the activity away from research development and towards case handling, technical assessment and operational support.

The 25 November 1988 reorganisation

The CNES-commissioned audit gives the clearest available administrative account. GEPAN was dissolved by Decision No. 104/CNES/DG dated 25 November 1988. The director of the Toulouse Space Centre then replaced it immediately through Decision No. 388/CST/D with SEPRA, described in the audit as the “Service d’Expertise des Phénomènes de Rentrées Atmosphériques.” The service was assigned two connected functions: monitoring atmospheric re-entries and continuing the collection and preliminary processing of PAN data.

The surviving public record does not reproduce the two 1988 decisions in full, so the audit remains the principal official source for their wording, numbering and administrative effect. That is an important archival limitation. The existence and basic consequences of the decisions are well supported by multiple later CNES histories, but obtaining the original signed instruments would strengthen the event’s documentary foundation.

The reorganisation also reduced staffing to approximately 2.5 full-time equivalents. In institutional terms, this placed the PAN function inside a smaller operational service whose remit also covered a recognised aerospace hazard and identification problem: objects and debris re-entering the atmosphere.

What changed: from research group to operational service

The strongest contemporary CNES description of the change appears in a SEPRA public information brochure. It states that GEPAN had moved from an experimental to an operational phase during the 1980s and that SEPRA was created as a recognised operational service within the Toulouse organisation in November 1988. The brochure then draws the key distinction: SEPRA’s objective was no longer to initiate scientific studies itself.

Instead, SEPRA continued to collect and manage information, assess reports and organise detailed investigations. When the accumulated work suggested a specific scientific research question, results could be transmitted to the relevant CNES scientific-programme committee, which had authority to decide whether new research should be commissioned. Authority to initiate new scientific research moved outside the service’s direct mandate.

The addition of atmospheric re-entry monitoring also gave SEPRA a broader identification role. This was operationally relevant to PAN work because spectacular re-entries can produce widespread reports of unusual lights, formations and trajectories. The service could test witness reports directly against orbital information and CNES space-surveillance data.

Documentary analysis

What continued: reporting, investigation and technical expertise

The 1988 transition preserved much of the practical infrastructure built by GEPAN. The 2001 audit records that protocols with the Gendarmerie nationale, Police nationale, civil aviation and the French Air Force remained in force. Reports entering through those official channels could be assessed using the methods developed during the GEPAN period, with simple or data-poor cases handled remotely and stronger cases receiving field investigation or outside technical expertise.

The SEPRA brochure describes the same operational system from within the service. It explains that field investigation could be triggered when a report remained unidentified after local checks and when environmental effects or other evidence justified specialist examination. SEPRA could seek information from meteorology, civil and military aviation and laboratories, and could coordinate analysis of photographs, physical traces or recovered objects.

This continuity is why describing 1988 as the end of French official UFO investigation would be historically misleading. The institutional form changed and resources fell, but the reporting network, archive and investigation function remained inside CNES.

Atmospheric re-entries and the value of the dual mission

A later SEPRA case from 5 November 1990 illustrates the practical value of the re-entry remit. Hundreds of witnesses across France reported a large luminous formation. SEPRA obtained orbital data from NASA and CNES orbit specialists and compared the reported trajectory and timing with the atmospheric re-entry of the third stage of a Soviet Proton launch vehicle. The service concluded that the re-entry accounted for the event.

The example shows the practical logic of the 1988 structure. A service handling both unusual aerospace reports and re-entering space objects was positioned to identify dramatic observations through orbital data unavailable to ordinary witnesses. It demonstrates that the added mission had direct technical relevance; the administrative reasoning for combining the functions remains a priority for the original 1988 decision papers.

Scientific oversight and publication narrowed

GEPAN’s scientific council had been central to the original 1977 model, but active oversight had already weakened. The 2001 audit records an eight-year interruption in council meetings before a final closure meeting in April 1992, accompanied by a “Bilan 1977–1988.” A later CNES explanation of its archive policy describes the dissolution of GEPAN as also ending the scientific council’s continuing role. The 1992 meeting is best understood as a formal close-out rather than a restoration of the earlier annual oversight system.

The change affected publication as well as governance. CNES later explained that the GEPAN scientific council had also functioned as an editorial authority for synthesis documents. Once GEPAN and its council were dissolved, SEPRA lacked an equivalent editorial authority to continue that publication programme. Most archives also remained closed to the public, partly because many gendarmerie records were owned by other authorities and required a legal framework for release, and partly because large-scale digitisation required resources that SEPRA did not possess.

This loss of routine publication is important to the history of public transparency. It reduced outside visibility into an activity that still existed. The later GEIPAN reforms deliberately reversed that situation by restoring a steering structure and making public information and archive publication explicit parts of the programme.

Outcomes and legacy

The SEPRA name and a useful nomenclature caution

Official CNES sources do not always expand the SEPRA acronym identically. The 2001 audit records the 1988 body as “Service d’Expertise des Phénomènes de Rentrées Atmosphériques,” while later CNES public history pages often render it as “Service d’Études des Phénomènes de Rentrées Atmosphériques.” The contemporary SEPRA material is more important for understanding function than for resolving every later acronym expansion.

A second change occurred in February 2000. According to the audit, atmospheric re-entry monitoring was removed from SEPRA’s mission and the service was renamed “Service d’Expertise des Phénomènes Rares Aérospatiaux.” Its work was refocused on collecting information relating to PAN observations and maintaining a witness-report database. “SEPRA” is therefore the stable label for the 1988–2005 institution and explain the changes in mandate rather than imply that one expanded title remained fixed throughout its existence.

From SEPRA to the 2001 audit and GEIPAN

By 2001 the organisational weakness of SEPRA had become difficult for CNES to ignore. An official CNES explanation published during the later archive-release programme states that SEPRA had been reduced to its single responsible officer without adequate material resources. Director General Gérard Brachet commissioned an audit to determine whether the activity remained legitimate within CNES and how it should be organised.

The audit recommended retaining the function inside a civilian public institution, restoring modest staffing and funding, and creating a steering committee able to set objectives, review work and facilitate cooperation with external laboratories and agencies. Those recommendations ultimately informed the 2005 creation of GEIPAN, which restored a broader governance structure and added an explicit public-information mission.

Across the longer institutional sequence, SEPRA served as the reduced operational bridge between GEPAN and GEIPAN. It preserved the archive, reporting channels and investigative function until CNES rebuilt the activity with renewed governance and an explicit transparency mandate.

Historical significance

The 1988 reorganisation is significant because it changed the type of official UAP institution France maintained. GEPAN had been designed as a scientific study group capable of developing methodology and commissioning research under a scientific council. SEPRA became a smaller operational service focused on receiving, identifying and investigating aerospace reports while also handling re-entry monitoring.

That shift helps explain two apparently contradictory features of French UAP history after 1988: official investigation continued, yet public scientific output became much less visible. Both are supported by the institutional record. The result was continuity of function without continuity of the original research model.

Historically, the transition should therefore be treated as a major institutional milestone in its own right, linked backward to GEPAN’s 1977 creation and forward to SEPRA’s 2000 mission change, the 2001 audit, the 2005 GEIPAN restructuring and the later public release of the archives.

Evidence assessment

The documentary basis for the 1988 transition is strong. The CNES-commissioned SEPRA audit identifies the relevant decision numbers, date, staffing level and successor mission, and its account is consistent with later CNES institutional histories and SEPRA’s own public description of its operational role. The main archival gap is that the readily accessible public record does not contain complete scans of Decisions No. 104/CNES/DG and 388/CST/D themselves. That limits analysis of the precise administrative wording but not the basic chronology.

The institutional change should be assessed as a real contraction rather than a simple renaming. Staff were reduced again; the service’s mandate no longer centred on initiating scientific research; the GEPAN scientific-council model ceased to function as an active oversight structure; and the technical-publication system associated with that council did not continue under SEPRA. These changes materially reduced the breadth and visibility of the programme.

Operational continuity is equally well documented. SEPRA retained the collection and preliminary assessment of PAN data, inherited GEPAN procedures and institutional reporting channels, and continued to organise investigations and specialist analysis. The archive and accumulated methodology also remained inside CNES. The event therefore combines institutional contraction with continuity of the core reporting and investigation function.

The atmospheric-reentry mandate added an identification and space-safety function directly relevant to visually striking aerial reports. SEPRA’s later handling of the November 1990 French mass sighting demonstrates the practical utility of access to orbital and re-entry data. How strongly this consideration shaped the 1988 administrative decision remains an archival question.

The weakening of scientific oversight also needs chronological precision. GEPAN’s scientific council had already stopped meeting regularly years before the 1988 dissolution. The later 1992 closure meeting and final review show that the council’s documentary life did not end instantly on 25 November 1988, but its earlier role in directing an active research programme had effectively lapsed. The 1988 reorganisation formalised that reduced model.

Public transparency changed more noticeably. CNES later acknowledged that GEPAN’s dissolution removed the editorial structure through which synthesis documents had been published, while SEPRA lacked the legal and material means to open the underlying archives. This created a long period in which official work continued with limited public visibility. The 2005–2007 GEIPAN reforms can be read partly as an institutional response to that weakness, because public information and archive access were made explicit programme functions.

The available evidence therefore supports treating the 25 November 1988 transition as a major reorganisation of France’s official UAP activity: scientifically narrower and less resourced than the original GEPAN model, but operationally continuous and historically essential to the survival of the French reporting and investigation system. Its significance lies in that combination of contraction and continuity, not in any single interpretation of the phenomena investigated.
