Overview

In January 2023, the Office of the Director of National Intelligence (ODNI) released its first Annual Report on Unidentified Aerial Phenomena, providing an updated assessment of military and intelligence reporting since the publication of the Preliminary Assessment in June 2021.

The report demonstrated a substantial increase in the number of UAP reports submitted by U.S. military personnel and confirmed that the government was continuing to investigate hundreds of unexplained incidents through the newly established All-domain Anomaly Resolution Office (AARO).

While many reports remained unresolved, the report emphasised improvements in reporting procedures, data collection and interagency cooperation, reflecting the government's increasingly structured approach to investigating unidentified anomalous phenomena.

Background

The report was submitted in accordance with congressional reporting requirements established under the National Defense Authorization Act (NDAA).

Following the establishment of the UAP Task Force (UAPTF), the Airborne Object Identification and Management Synchronization Group (AOIMSG) and ultimately AARO, Congress required the Intelligence Community to provide regular public updates regarding the number, status and analysis of reported UAP incidents.

The January 2023 report represented the first annual update issued under this new framework.

Findings of the Annual Report

The ODNI reported a significant increase in military UAP reporting.

Among its principal findings:

  • A total of 510 UAP reports had been catalogued as of 30 August 2022.
  • 366 new reports had been received since the June 2021 Preliminary Assessment.
  • Many of the newly reported incidents were submitted following improved reporting procedures introduced across the military.
  • Some reports were attributed to identifiable objects such as balloons, drones, clutter or sensor effects.
  • A substantial number of incidents remained unresolved pending further analysis.

Officials also noted that some incidents demonstrated unusual flight characteristics, although insufficient information prevented definitive conclusions.

The publication reinforced congressional interest in continued oversight of UAP investigations.

Lawmakers welcomed the increased transparency while encouraging further improvements in reporting systems and analytical capabilities.

The report also demonstrated the growing role of AARO as the central organisation responsible for evaluating military UAP reports and coordinating investigations across the Department of Defense and the Intelligence Community.

Public discussion increasingly shifted from questions regarding whether the government investigated UAP to how those investigations were being conducted.
