Who These Witnesses Were

This entry concerns the US Customs and Border Protection aircrew aboard a De Havilland Canada Dash 8 aircraft operating near Rafael Hernández Airport, Aguadilla, Puerto Rico, on 26 April 2013.

An onboard infrared sensor recorded two objects or image components during the flight. The public record contains limited identifying information and no complete set of separately attributable crew statements.

The recording is therefore a stronger source than the group biography.

What Is Attributable to This Witness Group

The crew can be treated as direct participants in:

  • operating the aircraft;
  • acquiring and maintaining the infrared track;
  • observing the sensor display;
  • preserving or reporting the recording;
  • providing operational context later used by analysts.

The public record does not clearly identify:

  • which crew member first detected the target;
  • whether anyone saw it with unaided vision;
  • which person operated the sensor;
  • whether the crew believed one object split into two;
  • whether a crew member personally judged that it entered the water;
  • the exact words used during the event.

Claims of extraordinary speed, transmedium travel and replication arise principally from later video analysis. They should not be attributed to the unnamed crew without a dated first-person source.

How the Account Entered the Record

The thermal video was made during a real CBP flight and later entered public circulation. It became the basis of a detailed report by the Scientific Coalition for UAP Studies, which interpreted the footage as showing unusual speed, water entry and apparent splitting.

AARO later obtained or reconstructed relevant flight-path, wind and imagery information. Its case-resolution report, published on 20 March 2025, reached materially different conclusions:

  • high confidence that the objects did not display anomalous performance or transmedium capability;
  • high confidence that the video showed two nearby objects rather than one object splitting;
  • moderate confidence that the objects were a pair of sky lanterns;
  • an assessed altitude of approximately 656 feet;
  • an assessed speed of approximately 8 mph;
  • apparent disappearance caused by cloud obscuration and changing range.

The official resolution is the most recent government analysis. Its sky-lantern identification remains moderate-confidence rather than definitive.

Evidence Analysis

Directness and Attribution

The crew's access to the aircraft and sensor is direct. The group label is evidentially imprecise because individual roles are not public.

Without separate statements, we cannot assess:

  • personal consistency;
  • differences between visual and sensor observation;
  • whether operators understood all sensor modes;
  • whether later interpretations came from the crew or outside analysts;
  • whether the crew had access to radar or tower information.

The witness page should avoid presenting technical conclusions as collective testimony.

The Recording as Primary Evidence

The video is a contemporaneous instrument artefact. It is stronger than memory alone because analysts can inspect:

  • image position;
  • apparent size;
  • sensor line of sight;
  • aircraft motion;
  • obscuration;
  • track continuity;
  • thermal contrast.

It remains incomplete without:

  • the original native file and full metadata;
  • complete aircraft navigation data;
  • exact sensor configuration;
  • calibration and tracking-mode information;
  • wind profiles;
  • raw radar;
  • crew audio;
  • a verified target range.

Video appearance alone does not establish a three-dimensional trajectory.

Parallax and Platform Motion

The aircraft flew a curved path around the airport while climbing. A stationary or slowly drifting target can appear to move rapidly across the background when viewed from a moving, circling platform.

Range is the critical variable. Analysts who place the object farther away derive higher speed. Analysts who place it closer and allow it to drift with the wind derive lower speed.

AARO's reconstruction uses sensor lines of sight, platform flight path and wind to place the objects nearby and moving slowly. Competing analyses dispute aspects of that geometry. The disagreement should be expressed as a model-comparison problem rather than a credibility contest.

Apparent Water Entry

In portions of the video, the target seems to approach the coastline and disappear against or near the ocean background.

AARO interprets the fading as cloud obscuration combined with increasing range and reduced image quality. Its report states that the aircraft entered a layer of scattered clouds and that the sensor's range to the objects nearly tripled.

Evidence for physical water entry would require:

  • continuous tracked position relative to the water surface;
  • range and altitude;
  • an observable splash, wake or thermal interaction;
  • a second sensor or viewing angle;
  • re-emergence linked to the same track.

Those conditions are not demonstrated in the public footage.

Apparent Splitting

The video appears at one stage to show one image becoming two.

AARO concludes that two objects had travelled near one another and became separately resolved as viewing conditions changed. This is compatible with image overlap and sensor resolution.

A physical replication or division interpretation requires evidence that one continuous object became two bodies. The public record does not establish that.

Sky-Lantern Identification

Sky lanterns fit several assessed features:

  • low speed;
  • wind-direction drift;
  • thermal emission;
  • low altitude;
  • two nearby objects;
  • gradual loss of visibility.

The identification is not high-confidence because no launch event, recovered lantern or directly matched source is documented. Lantern survival and appearance under the local wind and moisture conditions should be tested against the full data.

The strongest official conclusion is that the motion was non-anomalous. The more specific source identification remains provisional.

Competing SCU Analysis

The Scientific Coalition report treated the target as a faster object and interpreted parts of the footage as water entry and splitting. Its work is valuable because it attempted quantitative reconstruction and made assumptions available for critique.

Its conclusions depend on range, object track, sensor geometry and interpretation of image changes. AARO's later reconstruction challenges those assumptions.

Alternative Interpretations

Two sky lanterns drifting with the wind

Balloons or other lightweight airborne objects

Strengths

  • Similar drift and parallax behaviour.
  • Can travel in pairs.
  • May be difficult to identify thermally.

Weaknesses

  • Thermal signature and exact drift require a specific candidate.
  • No source has been linked to the event.

A powered aircraft, drone or bird

Strengths

  • Airport environment provides conventional traffic.
  • Infrared morphology can obscure wings or body shape.
  • A moving biological or mechanical target can be tracked.

Weaknesses

  • AARO's wind-matched reconstruction favours passive drift.
  • The apparent pair and low assessed speed may be less compatible with powered flight.
  • No conventional track has been identified.

A genuinely anomalous or transmedium object

Strengths

  • The public video initially appears to show rapid movement, water entry and splitting.
  • It was recorded during an operational mission.
  • Competing technical analysis has argued for unusual behaviour.

Overall Assessment

We assess the crew's strongest contribution as the production of a genuine operational infrared recording. The public witness record is otherwise thin because crew identities, roles and statements remain largely unavailable.

AARO's 2025 reconstruction provides the best-developed current official explanation and strongly reduces the case for extraordinary performance. Its specific sky-lantern identification remains provisional. The responsible conclusion is non-anomalous unresolved airborne objects, with sky lanterns currently the leading identified candidate.
