Who This Witness Was

Lieutenant Colonel Charles Halt was deputy base commander at RAF Bentwaters-Woodbridge during the Rendlesham events of December 1980.

Halt did not witness the opening first-night episode reported by security personnel. He later led a group into Rendlesham Forest during a subsequent night, made a real-time audio recording and wrote the 13 January 1981 memorandum titled "Unexplained Lights".

His evidence must be separated into:

  • second-hand information about the first night;
  • direct observations during the later excursion;
  • later public interpretations and expanded claims.

What Is Attributable to This Witness

During the field excursion, Halt recorded or later reported:

  • investigation of depressions or marks associated with the earlier event;
  • radiation-meter readings at and around the site;
  • a flashing red light seen through or beyond the trees;
  • coloured components or movement within the light;
  • star-like lights to the north and south;
  • apparent beams or downward light near the base area;
  • continued observation by members of the group.

The tape captures portions of his real-time language and team interaction. The memo supplies an early official summary.

Halt should not be treated as a direct witness to Jim Penniston's later claims of touching a landed craft, binary-code content or every first-night detail. Those claims require separate source assessment.

How the Account Entered the Record

Halt used a handheld recorder during the field activity. The tape is one of the most valuable contemporaneous artefacts in a historical UAP case because it preserves changing impressions rather than only a polished later narrative.

His memorandum was sent through official channels in January 1981. It records the event as an operational concern but does not constitute a Ministry of Defence conclusion that an extraordinary craft was present.

The British Ministry of Defence retained correspondence and later released files through the UK National Archives. Its position was that the reported event was not judged to have defence significance.

Halt later gave interviews and made stronger claims about beams, surveillance and the extraordinary nature of the incident. Those statements should be compared with the tape and memo.

Evidence Analysis

Directness and Documentary Strength

Halt was a direct witness to the later-night lights and a direct recorder of the field investigation. His tape and memo provide unusually good chronological anchors.

The documents do not solve identification. They show:

  • what the team believed it was seeing;
  • where attention shifted;
  • readings that were called out;
  • how uncertainty developed in real time.

They do not provide calibrated imagery, range or a continuous instrument track.

Date and Chronology Problems

Halt's memo dates the first event and later excursion in a way that has produced a long-standing discrepancy with witness statements and civil records. This is a reminder that even an early official memo can contain date errors.

The Flashing Red Light

The tape records a flashing light visible through or beyond the trees. Investigators have compared its direction and approximately five-second flash cycle with the Orford Ness lighthouse.

A lighthouse explanation has several strengths:

  • the lighthouse was visible from parts of the forest;
  • its beam had a regular flash cycle;
  • witnesses moved through trees that could intermittently mask and reveal it;
  • changing observer position can make a distant fixed light appear to move relative to trunks.

Weaknesses include witness reports that the light approached, changed colour or displayed components inconsistent with a simple beacon. Those impressions require checking against the real-time tape rather than later summaries.

Star-Like Lights

Halt reported star-like lights to the north and south. Bright stars seen low on the horizon can scintillate, change colour and appear to move when viewed through unstable air, branches or optical devices.

Sirius has been proposed for the bright southern light. A star identification should be tested against:

  • precise time;
  • bearing and elevation;
  • the team's changing position;
  • recorded celestial conditions;
  • whether the light moved relative to fixed landmarks.

The tape's repeated uncertainty is compatible with distant astronomical sources.

Radiation Readings

The team used an AN/PDR-27 survey meter and called out small variations. The readings were at or close to environmental background and near the instrument's lower useful range.

Scientific limitations include:

  • the meter was designed for radiological safety, not fine environmental mapping;
  • no pre-event baseline survey existed;
  • measurement height and dwell time were not standardised;
  • multiple spots, including areas away from the depressions, produced small fluctuations;
  • no isotope-specific analysis or contamination sample was taken.

The readings establish that a meter was used and fluctuated. They do not establish a significant radiation anomaly or a landed nuclear-powered object.

Ground Marks and Tree Damage

Halt inspected depressions linked to the first-night event. Ordinary animal activity, forestry work and natural ground disturbance remain alternatives.

No controlled scene documentation from before witness traffic establishes that the marks were new or arranged by a landed object. Later casts and photographs should be evaluated for provenance.

Beams Near the Base

Halt's memo includes apparent beams directed downward. This is one of the most consequential claims because it suggests interaction with the base.

The tape and memo should be checked for:

  • exact timing;
  • whether the beam was seen directly or inferred;
  • the observer's location;
  • whether multiple people independently reported it;
  • whether any base instrument, guard log or alarm recorded a corresponding event.

No public sensor or security record confirms physical illumination of a weapons-storage or operational area.

Group Observation

Several personnel accompanied Halt. This supports that the excursion and lights were not private inventions.

The group shared communications and attention. If one person announced movement or colour, others may have searched the same ambiguous light. Independent value depends on separate statements made before group discussion.

Alternative Interpretations

Lighthouse plus bright stars

Strengths

  • Specific, present sources with matching directions.
  • Lighthouse timing is compatible with the recorded flashing.
  • Stars explain stationary coloured lights low on the horizon.
  • Forest movement and branches create apparent motion.

Weaknesses

  • Does not satisfy every description of approach, beams or rapid movement.
  • Requires multiple ordinary sources to explain the full night.
  • Some witnesses rejected the identification.

Multiple ordinary stimuli during a heightened search

Strengths

  • Combines lighthouse, stars, vehicles, animals and local lights.
  • Fits shifting attention and long observation.
  • Explains why the tape contains uncertainty and changing descriptions.
  • Does not require every report to share one source.

  • The exact stimulus for each observation is difficult to reconstruct.
  • It can appear ad hoc unless tied to time and bearing.

Military or civilian activity

  • The area contained bases, vehicles, aircraft and local traffic.

  • A helicopter or vehicle light could create moving beams.

They do not establish a landed craft or significant radiation event. The lighthouse, bright stars and other ordinary sources remain strong explanations for specific components. Later expansions should not overwrite the more limited and uncertain contemporary record.
