Who This Witness Was

Craig A. Stevens was a police officer serving in Millstadt, Illinois, during the early-morning reports of 5 January 2000.

Several police departments in south-western Illinois became involved as officers and civilians reported unusual lights or a large object over different towns.

Stevens is a direct witness to his own observation. His account should be compared with, but not merged into, reports from Matt Birkland, David Martin and others.

What Is Attributable to This Witness

Stevens reported observing a large, low or low-looking object or light configuration during patrol.

Descriptions attributed to him include:

  • a triangular, arrowhead-like or structured form;
  • several lights;
  • very large apparent dimensions;
  • slow movement;
  • little or unusual sound;
  • a concave or shaped rear section in some summaries;
  • an attempt to photograph the event with an instant camera, without a useful resulting image.

Every precise detail should be checked against his original written report and dispatch audio. Later route reconstructions can unintentionally replace the language used during the event.

How the Account Entered the Record

Police dispatch traffic was generated while reports were active. This is one of the case's strongest features because it anchors observations in time before later media reconstruction.

Stevens also prepared or was associated with a departmental report. Reproductions and later investigator summaries circulate online, but the original department records and full-quality audio should be treated as the controlling sources.

A report was submitted to the National UFO Reporting Center. NUFORC provides a useful public time stamp and narrative lead; it is not an authenticated police archive.

Later documentaries and diagrams combined multiple officers' locations into a proposed route. Those reconstructions are analytical products, not Stevens's own direct observation.

Directness and Operational Context

Stevens was a direct observer during active patrol and could record time, route and landmarks.

Police training is relevant to:

  • prompt reporting;
  • orientation within a local area;
  • radio communication;
  • identifying normal road and aircraft activity;

It does not remove the difficulty of estimating distance, altitude or dimensions for lights against a dark sky.

Night-Time Size Estimation

Claims that the object was hundreds or thousands of feet across depend on assumptions about distance.

  • several independent lights can be perceived as the corners of one dark body;
  • an unlit space between lights can be perceptually filled;
  • low altitude can be inferred from brightness rather than measured;
  • slow angular movement can indicate either a nearby slow object or a distant faster one.

Independent Police Observations

Other officers reported unusual lights or an object from different locations. Geographic separation is stronger than a same-vehicle witness group.

The reports still require synchronisation:

  • Did the observations overlap in time?
  • Were bearings consistent with one path?
  • Did officers hear dispatch descriptions before observing?
  • Were shape descriptions independently volunteered?
  • Could more than one aircraft or light source be involved?

A continuous route should not be assumed solely because reports occurred within one regional time window.

Dispatch Influence

Contemporaneous radio is valuable but can also transmit an interpretive frame. Once a caller or dispatcher uses "triangle", later officers may search for that shape.

The audio should be examined for the order in which terms such as "large", "triangle", "silent" and "low" entered the shared communication.

Photographic Attempt

A failed instant photograph is evidence that Stevens attempted documentation. It does not support object shape or brightness unless the original print can be examined.

A blank or unusable image can result from:

  • insufficient exposure;
  • focus at the wrong distance;
  • low film sensitivity;
  • small angular light sources;
  • camera movement;
  • aged or defective film.

The failure should not be interpreted as interference by the object without evidence.

Sound

A large object described as nearly silent is unusual.

Sound absence is difficult to assess because:

  • wind direction matters;
  • aircraft may be farther away than assumed;
  • low-frequency sound is difficult to localise;
  • patrol-car noise and closed windows interfere;
  • attention may focus on the visual stimulus;
  • some aircraft are quieter in particular geometries.

Any buzzing or humming should be tied to an original source rather than generalised from other witnesses.

Possible Conventional Traffic

The region included civil aviation and military activity associated with the wider St Louis area and Scott Air Force Base.

A conventional explanation should test:

  • cargo and transport aircraft;
  • helicopters;
  • formations;
  • airships or blimps;
  • training routes;
  • refuelling operations;
  • celestial objects;
  • multiple unrelated aircraft.

No publicly identified flight has been conclusively matched to Stevens's complete description.

Overall Assessment

We assess Stevens as a strong source for a prompt law-enforcement report of an unusual night-time light configuration. His account contributes to a geographically distributed event and is more valuable than an isolated later recollection.

The strongest conclusions concern the occurrence and operational timing of the observation. The very large size and coherent triangular body remain visual inferences without ranging or imaging.

A conventional aviation explanation remains plausible but unidentified. Extraordinary performance is not established.
