David Fravor
Fravor described a white "Tic Tac" object maneuvering unusually during the USS Nimitz training exercises in 2004.
Who This Witness Was
David Fravor was commanding officer of Strike Fighter Squadron 41 and an experienced F/A-18F pilot during the USS Nimitz Carrier Strike Group training period in November 2004.
He led one of two F/A-18F aircraft diverted by USS Princeton controllers to investigate an unidentified contact. Alex Dietrich flew the second aircraft at a higher observation position. Each aircraft also carried a weapons-systems officer.
Fravor is the principal direct visual witness to the close manoeuvring phase. He is not the direct source for all preceding ship-radar tracks or the infrared video recorded by Chad Underwood on a later sortie.
What Is Attributable to This Witness
Fravor has reported that:
- planned training was suspended for a real-world tasking;
- controllers directed the aircraft towards a contact west of their combat-air-patrol point;
- the aircrew noticed an area of white or disturbed water;
- a small white elongated object moved above the disturbance;
- it had no visible wings, rotors or conventional control surfaces;
- he descended towards it in a circular manoeuvre;
- the object aligned with or responded to his aircraft;
- it climbed during the interaction;
- when he moved to intercept, it accelerated or disappeared from view;
- the white-water disturbance was no longer visible afterwards.
He can speak directly to his own aircraft, visual impression and manoeuvres.
The following depend on other sources:
- objects descending from above 80,000 feet;
- two weeks of radar contacts;
- exact radar kinematics;
- appearance at the combat-air-patrol point;
- electronic jamming;
- the later FLIR1 target;
- claims about other government programmes.
Fravor repeated some of those related claims in his 2023 statement. They remain attributed to controllers, sensor operators or other witnesses rather than direct observations by him.
How the Account Entered the Record
The encounter occurred during an operational training mission. A complete public immediate debrief package, original aircrew statements and raw radar record have not been released.
The case became widely public in 2017. Fravor gave multiple named interviews and appeared with Dietrich in a 2021 60 Minutes report.
He submitted a written statement and testified under oath before a House subcommittee on 26 July 2023. His statement gives a detailed first-person narrative while also incorporating information he says came from ship personnel and later programme contacts.
The Department of Defense formally released the Navy videos in 2020. The release authenticates the videos' provenance, not the complete visual encounter or every performance estimate.
Evidence Analysis
Directness and Access
Fravor had high directness for the visual phase:
- lead-aircraft position;
- daylight conditions;
- operational proximity;
- ability to manoeuvre relative to the target;
- support from three other aircrew.
He lacked a publicly available calibrated visual recording of the close encounter.
The following remain estimated:
- object range;
- dimensions;
- altitude relative to the sea;
- closure rate;
- acceleration;
- distance between the object and the water disturbance.
Relevant Expertise
Carrier aviation gives Fravor substantial experience in:
- formation geometry;
- aerial closure;
- aircraft silhouettes;
- intercept manoeuvring;
- cockpit workload;
- recognising conventional flight-control surfaces;
- evaluating a collision or safety threat.
That expertise materially strengthens the conclusion that the event appeared unusual.
It does not produce missing range measurements. Unknown-size targets are difficult to position in three dimensions even for experienced pilots.
The Object's Apparent Shape
Fravor described a white Tic Tac-like object without visible wings or exhaust.
A smooth oblong impression can arise from:
- a genuinely wingless object;
- a distant aircraft obscured by glare;
- a balloon or target;
- an unresolved object whose smaller features were below visual resolution;
- expectation and contrast against the sea.
The description is stronger than a point-light report because it occurred in daylight. It remains a visual estimate rather than a close image.
The Disturbed Water
The white water is one of the encounter's most distinctive contextual features.
It may represent:
- interaction with the aerial object;
- a separate submerged or surface object;
- a wake;
- marine life;
- current or wave effects;
- viewing-angle contrast.
No surface vessel or sensor record publicly establishes its cause. The disappearance of the disturbance after the visual encounter is recollective rather than instrumentally documented.
The page should avoid describing a submerged craft as established.
Apparent Responsive Movement
Fravor interpreted the object's alignment and climb as responsive to his aircraft.
This is plausible because he intentionally manoeuvred towards it. It is not conclusively demonstrated because:
- the target's range was unknown;
- both observer and target were moving;
- circular flight geometry can create apparent reciprocal motion;
- no external three-dimensional track of both bodies is public.
Responsive behaviour is a stronger claim than unusual movement and should carry lower confidence.
Apparent Acceleration or Disappearance
Fravor said the object rapidly accelerated and disappeared.
A visual disappearance can result from:
- genuine high acceleration;
- a smaller target becoming unresolved;
- loss against background;
- attention shift during manoeuvre;
- range increase;
- an incorrect prediction of the target's path.
The most dramatic speed estimates often combine Fravor's loss of visual contact with the later controller claim that a contact appeared at the combat-air-patrol point. That is a cross-source inference, not a direct visual measurement.
Relationship to Other Aircrew
Dietrich and the two weapons-systems officers support a multi-person encounter from two aircraft.
The evidence is partially dependent because:
- the aircraft operated as one section;
- the crews shared radio;
- controllers directed attention;
- Fravor's manoeuvre became the focus;
- later debrief and discussion could align terminology.
Dietrich's different altitude and platform still provide meaningful independent geometry.
Relationship to Radar
The operational diversion supports that controllers were tracking something they considered relevant.
Fravor did not operate the ship radar. Without raw data, analysts cannot independently verify:
- track continuity;
- altitude history;
- target identity;
- extreme descent;
- the combat-air-patrol-point claim.
Radar testimony adds context. It should not be converted into measured performance by Fravor.
Relationship to FLIR1
Chad Underwood recorded FLIR1 after Fravor's encounter.
No public continuous track proves that Underwood's target was the same object. The video is authentic Navy footage but does not instrument Fravor's close visual phase.
Consistency
Fravor's central account has remained broadly stable:
- white object;
- disturbed water;
- circular descent;
- apparent response;
- rapid departure.
Precision in times, distances and performance has varied across interviews. Dated wording should be used rather than averaging all versions.

Balloon, target or passive test article
Strengths
- Can appear white and wingless.
- Military exercise environment provides plausible test or target activity.
- Relative aircraft motion can produce unusual apparent behaviour.
- Unknown range makes size uncertain.
Weaknesses
- Fravor described responsive climbing movement.
- Four aircrew reported an unusual event.

- The disturbed-water context remains unexplained.
Classified or unfamiliar military asset
Strengths
- Encounter occurred near a major military exercise and test region.
- Compartmented systems may be unknown to fleet crews.
- A test article could have unusual shape.

- Uncoordinated operation among training aircraft creates safety risk.
- No programme has been identified.
- Invoking classification without evidence is not confirmation.
- Reported performance remains unmeasured.
Conventional aircraft obscured by glare and geometry

We assess Fravor as a high-value primary witness to a genuine and unusual daylight aviation encounter. His proximity, experience and support from a second aircraft make the core visual report substantial.
Our confidence declines as claims move from visual description to quantified performance. Unknown range, missing telemetry and separation between visual, radar and infrared evidence prevent validation of the most extreme kinematic claims.
The strongest conclusion is a multi-aircrew unresolved physical observation. The public record does not identify its technology or origin.
