Who These Witnesses Were

This entry concerns United Airlines and airport personnel working on the ground at Chicago O'Hare International Airport on 7 November 2006.

Published reports and the NARCAP investigation refer to employees in roles including:

  • ramp and baggage work;
  • aircraft taxi and maintenance;
  • airline management or operations;
  • gate and terminal work;
  • mechanics moving an empty aircraft;
  • personnel receiving or relaying radio reports.

The witnesses were not one formally interviewed group. Most identities remained anonymous or were replaced with initials and role labels because of employment concerns.

The category should not include every United employee who heard the story. Direct observers must be separated from operational relays and later commentators.

What Is Attributable to This Witness Group

Across the published accounts, direct ground witnesses described:

  • a dark grey, metallic-looking or hazy disc;
  • an object above or near United Gate C17;
  • hovering or remaining apparently stationary;
  • a position below the cloud base;
  • no obvious wings, tail or conventional aircraft configuration;
  • rapid vertical departure;
  • an opening or hole in the cloud layer reported by some witnesses;
  • discussion through workplace radio or telephone channels.

Not every ground employee reported every feature.

The most defensible shared core is that several employees reported an unusual round or disc-like visual stimulus above the terminal area.

Claims concerning exact size, altitude, cloud penetration and departure speed were estimates or later reconstructions rather than direct measurements.

How the Accounts Entered the Record

The first known reports moved through airline workplace channels near the time of the event.

National UFO Reporting Center entries were submitted within days. Reporter Jon Hilkevitch investigated for the Chicago Tribune, which published the story on 1 January 2007.

FAA recordings obtained through Freedom of Information Act requests include an airline ramp-tower call asking the FAA tower whether it had seen a "flying disc" over Concourse C. The FAA tower said it had not.

NARCAP Technical Report 10 assembled anonymous witness interviews, airport geometry, weather, radar and communications records. It is the most detailed public case compilation.

The report's technical estimates depend on witness geometry and assumptions. It should not be treated as an official FAA determination.

Evidence Analysis

Directness and Witness Classification

The ground-witness category contains several evidential levels:

  • direct visual observer — personally looked at the object;
  • radio witness — heard a pilot or employee describe it;
  • operations witness — handled a call or reported it to management;
  • later interview source — described workplace reaction;
  • hearsay source — repeated what colleagues said.

The current public record does not always distinguish these levels cleanly.

A repeated anonymous story appearing in several articles should not be counted as several witnesses.

Occupational Familiarity

Ramp, maintenance and operations employees routinely see:

  • aircraft at many angles;
  • helicopters;
  • weather phenomena;
  • airport lighting;
  • ground vehicles;
  • reflections on terminal glass;
  • cloud-base changes;
  • departures and arrivals.

This local familiarity strengthens their judgement that the stimulus was unusual for O'Hare.

It does not turn an unmeasured sky observation into a reliable size or altitude calculation.

Anonymous Sources

Anonymity is understandable where employees feared discipline or ridicule.

It reduces auditability because researchers cannot independently verify:

  • identity;
  • duty position;
  • exact location;
  • line of sight;
  • whether accounts overlap;
  • changes in wording;
  • prior discussion;
  • employment expertise.

The appropriate response is not to reject the reports, but to lower confidence in collective precision.

Operational Communication

The ramp-tower call is a strong contemporary anchor. It establishes that an unusual-disc report was circulating through airline operations and was conveyed to the FAA.

It does not establish that the caller personally saw the object or that the word "disc" originated from an independent observation.

Shared radio traffic also reduced witness independence. Employees may have looked towards Gate C17 after hearing a description.

Viewing Geometry

O'Hare's terminal structures create complex sight lines.

Relevant variables include:

  • witness distance from C17;
  • whether the view was through glass;
  • roof and concourse obstruction;
  • object azimuth and elevation;
  • cloud-base height;
  • whether the source was directly above the gate or only aligned with it.

NARCAP used tower visibility and witness estimates to constrain possible altitude. These calculations remain model-dependent because the exact target position was not measured.

Object Size

Witness estimates and NARCAP calculations ranged from a few tens of feet to larger values.

Size estimates require reliable range. An object assumed to be near the cloud base will be calculated larger than a nearer small source.

No stereo photograph, radar range or triangulation established dimensions.

Cloud-Hole Claim

Several witnesses said that the object departed through the cloud layer and left a circular opening.

A persistent hole could result from:

  • a fallstreak or hole-punch cloud;
  • local ice-crystal formation;
  • an aircraft passing through supercooled cloud;
  • an unusual atmospheric clearing;
  • perspective alignment between an object and a pre-existing opening;
  • a genuinely energetic interaction.

The record lacks:

  • a photograph;
  • satellite resolution at the relevant point;
  • independent meteorological observation of the hole;
  • exact duration;
  • measured cloud microphysics;
  • a continuous visual record connecting the object to its formation.

The cloud-hole report is a witness claim, not established physical evidence.

Fallstreak and Hole-Punch Clouds

Aircraft can trigger circular openings in supercooled cloud through ice formation. These features can persist and show streaks beneath them.

This ordinary process can explain the appearance of a hole without requiring intense heat or unknown radiation.

It does not identify the hovering disc-like stimulus. It may explain only the cloud feature or may suggest that a conventional aircraft was involved.

Radar

The FAA stated that radar did not show a corresponding target.

NARCAP's review of supplied radar data found no primary return at Gate C17 matching the sighting. Other sporadic returns were not a coherent track from the gate.

Absence of radar does not prove absence of an object. It removes a potentially independent ranging and motion record.

A small target, clutter-filtered target or target in a coverage gap may go undetected. A claimed substantial metallic object hovering near a major airport would generally make non-detection analytically significant.

FAA Tower Non-Observation

The main tower did not report seeing the object.

Terminal structures may have obstructed a low object above Concourse C. Weather and attention also matter.

The tower non-observation is negative evidence, not a disproof. It limits claims that the object was very large, high and conspicuous from all airport positions.

Rapid Departure

Witnesses described sudden vertical departure.

Without a timed visual record, "instantaneous" can mean:

  • rapid acceleration;
  • loss against cloud;
  • brightness change;
  • movement through a narrow field of view;
  • disappearance behind a terminal structure;
  • perceptual compression of a brief event.

No physical acceleration can be calculated.

Weather Explanation

The FAA publicly suggested a weather phenomenon, including a possible hole-punch cloud.

A cloud feature could explain a disc or opening seen against the overcast. It is weaker for multiple employees describing a discrete dark or metallic object below the cloud base.

No specific weather analysis has demonstrated that all visual features arose from one atmospheric formation.

Hoax or Workplace Rumour

A workplace prank or rumour could spread rapidly across operations channels.

The hypothesis is weakened by:

  • several claimed direct observers;
  • employee concern about management response;
  • the operational FAA call;
  • broadly consistent location and form.

It remains relevant because identities and full statements are unavailable and no physical record confirms the object.

Alternative Interpretations

Conventional aircraft viewed at an unusual angle

Strengths

  • Active airport environment.
  • Aircraft can appear wingless head-on or from below.
  • A conventional aircraft can create a hole-punch cloud.
  • Departure into cloud can appear abrupt.

Weaknesses

  • Employees familiar with aircraft described hovering and a disc.
  • No matching flight or aircraft was identified over C17.
  • A low stationary aircraft would create an immediate safety issue.

Atmospheric cloud feature

Strengths

  • Overcast and supercooled cloud conditions.
  • Hole-punch clouds can be circular.
  • No radar target.
  • FAA tower non-observation.
  • A dark opening can resemble a disc.

Weaknesses

  • Witnesses described a discrete object below the cloud.
  • Some reported metallic appearance and rapid ascent.
  • No photograph establishes the proposed cloud geometry.

Balloon or lightweight object

Strengths

  • Can hover or drift slowly.
  • May lack radar return.
  • Can appear disc-like from below.
  • Unknown range creates size error.

Weaknesses

  • Rapid vertical departure is difficult.
  • No launch or recovery.
  • Airport winds and safety monitoring would be relevant.

Shared workplace misidentification reinforced by radio

Overall Assessment

We assess the ground-crew reports as a credible basis for concluding that multiple employees noticed an unusual visual event above the O'Hare terminal area.

The public record does not support a collective reliability score or precise physical reconstruction. Anonymity, shared communications, missing imagery and absent radar materially limit the evidence.

A conventional aircraft, atmospheric feature or another ordinary object has not been matched conclusively. The event remains unresolved, but extraordinary performance is not demonstrated.
