Who These Witnesses Were

This entry covers the other flight-deck crew members aboard Japan Air Lines Flight 1628 on 17 November 1986:

  • First Officer Takanori Tamefuji;
  • Flight Engineer Yoshio Tsukuba.

Captain Kenju Terauchi was the aircraft commander and supplied the most extensive and dramatic public narrative.

Tamefuji and Tsukuba are important because they establish that the event was not entirely a solitary perception. Their accounts were less extensive and should not be expanded to include every feature described by Terauchi.

What Is Attributable to This Witness Group

The surviving FAA and case summaries support that the other crew members:

  • were present in the cockpit;
  • became aware of unusual lights;
  • saw bright or luminous objects in the same general period;
  • participated in cockpit discussion;
  • supported that the event was taken seriously;
  • did not clearly reproduce every structural detail claimed by Terauchi;
  • did not securely confirm an aircraft-carrier-sized trailing object.

Their direct evidence is strongest for the existence of unusual visual lights.

The following should remain attributed principally to Terauchi unless a separate crew statement supports them:

  • detailed rectangular or grid-like light panels;
  • heat on the face;
  • a giant dark "mothership";
  • carrier-scale dimensions;
  • prolonged close formation with one enormous object;
  • a definite non-conventional craft interpretation.

How the Accounts Entered the Record

The crew's observations entered the record through:

  • real-time air-traffic communications;
  • post-flight interviews;
  • sketches;
  • FAA investigative records;
  • later press reporting.

The National Archives holds an extensive FAA collection relating to JAL 1628.

The archive supports that the FAA conducted a genuine aviation-safety investigation. It does not preserve a simple public set of three fully separate, time-stamped and equally detailed accounts for every phase.

Later media treatment often used Terauchi's account as the collective crew narrative.

Evidence Analysis

Directness and Cockpit Positions

Tamefuji and Tsukuba were direct visual witnesses to at least some lights.

Their opportunities differed:

  • Tamefuji had a forward flight-deck position and active flying duties;
  • Tsukuba's flight-engineer station had a different angle and workload;
  • Terauchi first directed attention;
  • the crew looked through different windows at different moments;
  • aircraft turns changed the view.

A crew member can support the presence of lights without confirming another person's exact apparent structure.

Shared-Cockpit Dependence

Three professional crew members are stronger evidence than one.

Their observations were partly dependent because:

  • Terauchi initiated the report;
  • he pointed out the lights;
  • the men discussed possible identity;
  • controllers asked questions that framed attention;
  • the captain held authority within the cockpit;
  • later interviews occurred within one case narrative.

This does not invalidate agreement. It reduces the statistical independence of interpretation.

Relevant Expertise

The crew were trained to recognise:

  • routine aircraft traffic;
  • navigation lights;
  • cockpit reflections;
  • collision hazards;
  • normal weather radar behaviour;
  • aviation communication procedures.

Experience strengthens the conclusion that the lights appeared unusual.

Night-time distance, atmospheric distortion and reflections remain difficult for trained crews, particularly in polar conditions with ice crystals and bright celestial objects near the horizon.

The Shared Light Observation

The most secure common core is one or more bright lights ahead or to the side of the aircraft.

The crew accounts differed in:

  • apparent distance;
  • colour;
  • level of structure;
  • duration;
  • whether the source remained visible during turns;
  • confidence in the large-object phase.

Variation is evidentially useful. It suggests that the full canonical narrative should not be assigned equally to all three.

The Large Object

Terauchi later described a much larger object behind or alongside the 747.

The other crew members did not clearly confirm the carrier-scale object in the same detailed terms.

Possible reasons include:

  • different viewing positions;
  • the captain looking for longer;
  • poorer visibility from another station;
  • different interpretations of the same dark background;
  • later narrative expansion by Terauchi.

The absence of clear independent confirmation materially lowers confidence in the giant-object claim.

Onboard Weather Radar

The crew reported an onboard radar indication.

Weather radar is designed to detect precipitation and atmospheric reflectivity, not to provide a validated air-to-air target solution.

A return can result from:

  • ice crystals;
  • cloud;
  • ground clutter;
  • anomalous propagation;
  • system settings;
  • a physical object;
  • interpretation error.

The crew's report is operational evidence. It does not establish range and identity without the recorded display and technical data.

Ground Radar

FAA investigators concluded that the main apparent secondary ground target was consistent with a split or duplicated return from JAL 1628 itself. Military returns were intermittent and treated as clutter or uncorrelated.

The crew did not directly operate these systems. Ground-radar claims should be sourced to controllers and investigators.

Other Aircraft

A United Airlines aircraft and an Air Force C-130 were asked to look for the object.

Their crews did not confirm a large unknown object accompanying JAL 1628.

Negative observation is not decisive because geometry and timing differed. It is important evidence against a persistent carrier-sized object visible over a wide area.

Jupiter, Mars and Atmospheric Distortion

Jupiter and Mars were visible in the general direction of the initial lights.

Bright planets can:

  • scintillate;
  • change colour;
  • appear duplicated through ice crystals;
  • seem to move during aircraft turns;
  • remain in a consistent relative direction.

The hypothesis is stronger for the initial lights than for the later giant object, which may represent a separate perceptual interpretation of cloud, darkness or reflections.

No one optical reconstruction accounts securely for every detail.

Cockpit Reflections

Multi-pane cockpit windows can produce:

  • ghost images;
  • repeated lights;
  • reflections of cockpit instruments;
  • apparent motion as the observer changes position;
  • enlarged or structured luminous patterns.

The crew reportedly viewed the lights from more than one window, which weakens a single fixed reflection explanation.

Reflections may still have contributed to parts of the event.

Crew Authority and Interpretation

Terauchi had previously reported unusual aerial phenomena and quickly interpreted the lights as unusual craft.

Predisposition does not show that he was wrong.

Captain authority may influence how uncertain colleagues describe a shared event. A cautious analysis should prioritise each crew member's own wording.

Alternative Interpretations

Bright planets distorted by atmosphere and cockpit optics

Strengths

  • Jupiter and Mars were present in a relevant direction.
  • Explains colour changes and apparent persistence.
  • Ice crystals are common over Alaska.
  • Cockpit windows can duplicate or distort lights.
  • The supporting crew descriptions were less dramatic.

Conventional aircraft or distant traffic

Strengths

  • Aircraft lights can appear in pairs.
  • Relative motion at night is deceptive.
  • Military traffic may not be immediately identified.
  • Professional reporting can occur before identification.

Weaknesses

  • Controllers did not identify matching traffic.
  • The lights reportedly persisted near the aircraft.
  • No conventional aircraft was confirmed.

A mixed event: celestial lights, radar artefacts and later perceptual interpretation

Strengths

  • Separates evidence streams.
  • Fits FAA radar conclusions.
  • Explains why all crew saw lights but not all saw a giant object.
  • Accounts for other aircraft seeing nothing.

Overall Assessment

We assess the supporting JAL crew as meaningful corroboration that unusual lights were present and discussed during a genuine flight-safety event.

Their evidence does not independently validate Terauchi's full giant-object narrative. The secure shared account is narrower than the popular case summary.

A mixed interpretation involving celestial or atmospheric lights, optical effects and radar artefacts remains credible. The case remains unresolved at the light-source level, with low confidence in a carrier-sized craft.
