Who These Witnesses Were

The United Airlines employee group consists of ramp workers, mechanics, supervisors and other airline personnel who reported a round or disc-like object above Concourse C at Chicago O'Hare International Airport on 7 November 2006.

Most witnesses remained publicly anonymous because of concerns about ridicule, reputation and employment. NARCAP's technical report assigned letters to the witnesses and listed job categories and approximate locations. These included ramp mechanics, aviation mechanics in an aircraft cockpit, supervisors and reported flight-deck personnel.

The group is important because the observations occurred within an active airport environment among people familiar with ordinary aircraft, balloons, weather and ramp operations. Anonymity protects witnesses but limits independent verification of identity, training, work position and account history.

What Is Attributable to This Witness Group

Across the documented employee accounts, recurring elements include:

  • a round, oval, disc-like or circular object;
  • dark grey, metallic or hazy appearance;
  • position above or near Gate C17;
  • apparent station-keeping below the cloud base;
  • lack of obvious conventional aircraft features;
  • no recognised engine noise;
  • discussion over United operational radio channels;
  • observation by personnel at more than one position;
  • rapid upward departure reported by some witnesses;
  • a circular or oval opening in the cloud layer reported afterwards by some witnesses.

Not every employee reported every feature. Some saw the object directly. Some heard radio discussion and then looked. Some may have heard only the operational chatter. The page should preserve individual witness letters, jobs and viewing positions wherever the source allows.

The NARCAP report's table identified, among others:

  • Witness A, a ramp mechanic beside a Boeing 737 at Gate C17;
  • Witness B, an aviation mechanic in the left cockpit seat of a taxiing Boeing 777;
  • Witness C, another employee in the same taxiing aircraft;
  • supervisors near another gate;
  • ramp personnel near C17;
  • reported captain and first-officer witnesses whose direct evidence was less fully secured.

The current group page should focus primarily on the employees with attributable direct statements rather than treat every person mentioned in workplace communication as a confirmed eyewitness.

How the Accounts Entered the Record

The incident was discussed over airline and airport operational channels at the time. A United ramp tower contacted the Federal Aviation Administration tower to ask whether it had seen a "flying disc" over Gate C17. The FAA tower did not report a visual observation.

Employee accounts reached the National UFO Reporting Center, civilian investigators and journalist Jon Hilkevitch of the Chicago Tribune. The story became nationally prominent in January 2007.

NARCAP conducted a detailed investigation using:

  • anonymous witness interviews and questionnaires;
  • airport geometry;
  • weather records;
  • FAA communications obtained through Freedom of Information Act requests;
  • available radar material;
  • airline operational information;
  • analysis of the alleged cloud opening;
  • review of hoax claims and press reports.

The NARCAP report is a major evidential compilation. It is not an official government determination. Some of its size, duration, energy and flight-performance estimates are derived from witness estimates and reconstructed geometry rather than direct measurements.

Evidence Analysis

Directness and Operational Access

Several employees were direct visual witnesses. They were present on the ramp, near gates or inside a taxiing aircraft with a view towards Concourse C.

Their airport experience is relevant because they regularly saw:

  • commercial aircraft from varied angles;
  • ramp lights;
  • balloons and debris;
  • helicopters;
  • clouds and weather;
  • reflections from terminal glazing;
  • normal operational radio traffic.

Familiarity supports their judgement that the object was unusual. It does not supply measured range or eliminate every atmospheric and perceptual effect.

Anonymity

Anonymity has a rational occupational explanation. Witnesses reportedly feared negative reactions from managers or co-workers.

It also prevents public verification of:

  • employment history;
  • exact qualifications;
  • disciplinary or credibility records;
  • whether the same person supplied multiple anonymous accounts;
  • changes across interviews;
  • independent contact by other researchers.

NARCAP stated that it knew the identities of key witnesses, which is stronger than wholly anonymous internet posts. Public readers still depend on the investigators' verification.

Number of Witnesses

Claims range from several direct witnesses to estimates that ten, fifteen or many more employees saw the object. Operational chatter can make the apparent witness total larger than the documented direct group.

A rigorous count should separate:

  • employees interviewed directly;
  • people named by an interviewed witness;
  • people who heard radio comments;
  • people who looked but saw nothing;
  • alleged cockpit crew;
  • passengers or workers reported only second-hand.

The evidence strongly supports multiple employee reports. It does not establish that every commonly repeated witness total represents an independently documented visual observer.

Independence and Workplace Communication

The witnesses occupied different positions, which offers useful viewing diversity. They were not wholly independent because company radio and face-to-face communication directed attention to the same area.

This creates two effects:

  • positive: an operational alert explains why several people looked at the same time;
  • limiting: shared language and expectation may influence descriptions of shape, altitude and motion.

Witnesses who saw the object before hearing the radio discussion are especially valuable. The chronology should identify them.

Shape and Structure

Employees described a disc, circle or oval. A dark unresolved object against an overcast sky can appear oval because of viewing angle, haze and contrast.

The reports do not establish visible windows, surface panels, propulsion equipment or construction details. "Metallic" may refer to colour or reflectivity rather than verified material.

A rotating appearance was reported by at least one witness, while another said the object did not appear to rotate. This difference should be preserved. It may reflect viewing angle, haze, changing brightness or genuinely different perception.

Altitude and Size

Witnesses placed the object below the cloud base, sometimes estimating it hundreds of feet above the gate. NARCAP used cloud height and angular-size estimates to derive a possible diameter range.

The calculation depends on assumptions:

  • that the object was directly above the estimated gate;
  • that the cloud base was correctly known at that point;
  • that the witness accurately estimated angular size;
  • that the object was close to the cloud rather than substantially lower;
  • that perspective and slant range were reconstructed correctly.

The resulting dimensions are analytical estimates, not measured size. A smaller nearby object and a larger distant object can produce the same angular appearance.

Duration

NARCAP proposed that the object may have been present for eighteen minutes or more by combining several witness time lines. Individual direct observations were shorter, often seconds to a few minutes.

The combined duration assumes that separate reports involved one continuously present object. Radio and taxi timestamps help, but uncertainty remains over when each person first looked and whether the object was continuously visible.

The Reported Upward Departure

Some employees reported that the object accelerated upward through the cloud layer. This is the case's most dramatic motion claim.

Without video or radar, true speed cannot be measured. Apparent rapid departure can result from:

  • a nearby object moving quickly;
  • a distant object entering cloud;
  • loss of contrast;
  • sudden illumination change;
  • balloon movement into a cloud opening;
  • witness expectation following another person's report.

Multiple reports of ascent increase interest but do not supply a calibrated trajectory.

The Alleged Hole in the Cloud

Some witnesses reported a circular or oval opening after the object's departure, with blue sky visible above. NARCAP analysed the energy that might be required to create such a feature.

The analysis is highly assumption-dependent. The record lacks:

  • a photograph of the hole;
  • measured dimensions;
  • precise duration from independent clocks;
  • cloud microphysics at the exact location;
  • proof that the opening did not pre-exist;
  • proof that the object caused it;
  • a weather-radar signature of local disruption.

A natural gap, turbulent opening, perspective effect or changing cloud illumination remains possible. Calculating energy from an unmeasured hole does not establish that such energy was emitted.

FAA Tower and Radar Evidence

The FAA tower did not report seeing the object. The initial radar review did not identify a clear corresponding target.

Non-detection does not prove absence. A small, stationary or low-reflectivity object near terminal clutter may be filtered or outside an effective radar geometry. Tower visibility may be obstructed by airport structures or cloud position.

Non-detection nevertheless removes a potentially independent measurement channel. The page should not state that radar confirmed the employee reports.

NARCAP examined possible primary radar contacts but did not establish a definitive track. Any radar association remains uncertain.

FAA Weather Explanation

The FAA publicly suggested a weather phenomenon, sometimes described as a hole-punch cloud or fallstreak feature. A weather explanation may address the reported opening but must also explain why employees perceived a discrete dark object before the opening.

The FAA suggestion was not accompanied publicly by a site-specific demonstration showing that a particular cloud process reproduced the complete sequence. It should be presented as a proposed interpretation, not a proven resolution.

Management and Reporting Pressure

Witness reluctance and concern about careers are relevant to why names and statements are incomplete. The aviation industry has historically discouraged extraordinary reporting.

At the same time, reluctance can create selection effects. Investigators may receive the most convinced accounts while people with ordinary interpretations remain silent. Workplace pressure explains missing evidence but does not increase the accuracy of the surviving claims.

Alternative Interpretations

Balloon or lightweight airborne object

Strengths

  • A balloon can hover or drift slowly below cloud.
  • A circular or oval balloon can appear disc-like from below.
  • It may produce little noise and no strong radar return.
  • Haze can obscure suspension lines and surface detail.
  • Employees initially considered a balloon in recorded communication.

Weaknesses

  • Witnesses familiar with airport hazards regarded the object as unusual.
  • Some reported rapid upward acceleration inconsistent with passive drift.
  • No matching balloon launch or recovered balloon was identified.
  • Airport winds and cloud interaction require case-specific reconstruction.

Local cloud, contrast or atmospheric optical effect

Strengths

  • Overcast conditions can produce dark openings and sharply bounded contrast features.
  • A fallstreak or local gap can evolve quickly.
  • No radar target or photograph confirms a solid object.
  • Apparent motion can occur as cloud edges change.

Weaknesses

  • Several employees described a discrete object below the clouds.
  • Observers viewed from more than one position.
  • Some accounts included rotation and rapid ascent.
  • No specific meteorological reconstruction has conclusively matched the object phase.

Conventional aircraft or airport object seen under unusual geometry

Strengths

  • O'Hare contains constant aircraft, vehicles, lights and reflections.
  • A distant aircraft viewed head-on can appear wingless.
  • Haze and cloud background can remove familiar cues.
  • Shared radio attention may reinforce an unusual interpretation.

Weaknesses

  • Employees were highly familiar with local aircraft operations.
  • The object was reported stationary above a specific gate.
  • No conventional flight was identified in the described position.
  • The FAA tower and traffic system did not identify an aircraft there.

Hoax or workplace rumour

Strengths

  • Most witnesses were anonymous.
  • Radio humour and workplace storytelling can amplify a claim.
  • No image or radar confirmation exists.
  • Some online accounts were identified as spurious.

Weaknesses

  • FAA and airline communications show that the report was active contemporaneously.
  • NARCAP interviewed employees with identifiable operational roles.
  • More than one employee supplied location-specific descriptions.
  • A coordinated hoax would risk employment with limited obvious benefit.

A genuinely unresolved physical object

Overall Assessment

We assess the United Airlines employees as the core direct witness group in the O'Hare case. Their accounts strongly support the conclusion that a real-time operational report of a discrete object developed among airport workers and that several employees believed they saw it directly. Their professional familiarity and varied positions give the case more weight than an isolated anonymous sighting.

From the available evidence, we judge that the group does not establish the object's dimensions, extreme acceleration or effect on the cloud layer. Most identities are confidential, the witnesses communicated through shared channels and no decisive image or sensor track survives publicly. NARCAP's technical estimates are useful hypotheses but should not be repeated as direct measurements.

The most defensible conclusion is that multiple United employees reported an unresolved object or visual phenomenon near an active concourse. The evidence is sufficient to justify aviation-safety concern and further investigation; it is not sufficient to identify an extraordinary vehicle or origin.
