Who This Witness Was

Wilfried De Brouwer was a senior Belgian Air Force officer who became the principal public military voice associated with the Belgian UFO wave. During the relevant period he was connected to air-staff operations and later explained how reports were received, how police observations were handled and why fighter aircraft were scrambled on the night of 30–31 March 1990.

De Brouwer's evidential role is frequently misunderstood. He is not primarily valuable as a direct visual witness to a triangular object. He is valuable as an institutional participant with access to the military response, briefings and information available to senior staff.

His statements can establish what the Belgian Air Force believed it was responding to, which procedures it used and what conclusions officials were willing to state publicly. They cannot substitute for the direct testimony of civilian observers, police officers, radar operators or F-16 aircrew.

What Is Attributable to This Witness

De Brouwer directly described the Belgian military's handling of selected reports. His attributable evidence includes:

  • reports reached police and military channels;
  • air-defence personnel took some reports seriously enough to investigate;
  • two F-16s were scrambled during the 30–31 March 1990 episode;
  • pilots attempted radar interceptions but did not obtain a direct visual identification;
  • the publicly discussed sensor record contained ambiguous contacts;
  • the military did not publicly identify a single conventional aircraft responsible for the entire wave;
  • official attention did not amount to confirmation of an extraordinary craft.

De Brouwer should not be treated as the direct source for:

  • every triangular-object description reported by civilians;
  • the exact shape, size or altitude of a particular object he did not see;
  • a visual confirmation by the F-16 pilots;
  • the physical reality of every radar-derived acceleration;
  • the authenticity of the Petit-Rechain photograph;
  • proof that all reports across several months concerned one phenomenon.

His public statements were often cautious. Popular retellings have sometimes compressed the distinction between an unresolved military response and official confirmation of advanced technology.

How the Account Entered the Record

De Brouwer briefed the public, researchers and media after the events. His position made him a named source for operational decisions and the Air Force's provisional assessment.

Official and semi-official records include summaries of the scramble, radar plots, presentations and later technical analysis. The complete contemporaneous package—raw sensor recordings, system settings, operator logs, communications and all original witness files—has not been available in one fully documented public archive.

A four-page account associated with De Brouwer appears in the United Kingdom National Archives' released UFO files. His later interviews became an important part of international discussion but should be distinguished from the original Belgian operational records.

In 2011, the maker of the famous Petit-Rechain photograph admitted that it was a model-based hoax. This does not retrospectively erase unrelated reports. It does mean that the image cannot be used to corroborate De Brouwer's operational account or the wider wave.

A Belgian Defence technical re-analysis released publicly in 2025 materially changes the evidential treatment of the 1990 F-16 radar claims. It concluded that target switching, tracking behaviour and Kalman-filter processing could create fictitious trajectories and extreme apparent performance. De Brouwer's earlier public interpretation must now be read alongside that later technical work.

Evidence Analysis

Directness and Institutional Access

De Brouwer had direct access to senior-level information about the response. That gives him high value for:

  • command decisions;
  • procedures;
  • what was reported through official channels;
  • the reason aircraft were launched;
  • the limits officials acknowledged at the time.

His access to a report is not equivalent to direct access to the underlying event. He did not personally supply the sensory observation behind most civilian cases and did not occupy an F-16 cockpit during the intercept.

The witness page should describe him as an institutional source rather than use his rank as a general-purpose credibility multiplier for every case component.

Air-Defence Expertise

His military aviation background is relevant to normal air-defence practice, flight operations and the significance of an unexplained report entering operational channels.

Expertise does not make ambiguous radar data self-interpreting. Radar contacts depend on hardware, software, filtering, track association, clutter rejection, operator settings and geometry. Senior rank provides context and access but does not replace technical reprocessing of the original data.

The F-16 Scramble

The scramble establishes that the reports prompted a real operational response. It does not establish that the aircraft intercepted a physical triangular craft.

The pilots did not report a visual sighting of the claimed object. Radar locks were intermittent. Some contacts were later associated with the other F-16 or with processing artefacts. The absence of a visual target and a continuous independently verified track substantially limits claims of measured extraordinary manoeuvres.

A scramble is evidence of uncertainty and concern, not evidence of the eventual identity of the stimulus.

Radar Interpretation and the 2025 Technical Report

Early public summaries repeated rapid changes in speed and altitude derived from F-16 radar displays. Those figures became one of the wave's strongest apparent technical claims.

The later Belgian technical analysis indicates that:

  • the tracking system could switch between different targets;
  • Kalman-filter predictions could be displayed as if they represented one continuous object;
  • mutual tracking between the two F-16s accounted for some locks;
  • discontinuous or spurious contacts could generate impossible-looking trajectories;
  • the extreme kinematic values should not be treated as reliable measurements of one object.

This does not prove that every radar return was meaningless. It lowers confidence that the radar record demonstrates a single craft performing extreme accelerations.

Relationship to Civilian and Police Reports

Civilian and police observations form a separate evidence stream. De Brouwer's acknowledgement of those reports confirms that they reached authorities, but it does not independently verify every shape, duration or movement.

Some police observations were made from the ground and may be more directly relevant to visible lights than the fighter radar. Their independence must still be evaluated because officers communicated with command centres and with one another.

The wave should not be treated as one continuous object moving across months. It is a collection of reports with varying dates, locations, witness quality and possible causes.

The Petit-Rechain Photograph

The Petit-Rechain image became an iconic visual representation of the Belgian wave. Its maker's later admission that it was fabricated removes it as reliable evidence.

The hoax has two analytical implications:

  • it cannot be used to illustrate what De Brouwer or other witnesses established;
  • it demonstrates how a compelling image can become attached to a wider case without documenting the same event.

It does not logically prove that all other reports were fraudulent. It does require the image to be clearly segregated from the remaining evidence.

Consistency of De Brouwer's Public Position

De Brouwer consistently represented the wave as worthy of investigation and resisted a premature conventional identification for the whole body of reports. His statements were generally more qualified than later headlines.

The later radar re-analysis does not necessarily show that he misrepresented the information available to him at the time. It shows that an institutional assessment can change when system behaviour and data processing are examined with improved access or methods.

A strong report should present this as evolving analysis rather than forcing De Brouwer into a believer-versus-sceptic category.

Alternative Interpretations

Multiple ordinary stimuli grouped into one wave

Strengths

  • The reports occurred over months and varied in form, location and quality.
  • Aircraft, helicopters, stars, planets and atmospheric effects can account for different subsets.
  • Publicity increases reporting and the tendency to classify unrelated events together.
  • The 2025 radar analysis reduces confidence in one key extraordinary-performance claim.

Weaknesses

  • Some witnesses gave detailed, low-altitude triangular descriptions.
  • Police and military attention was not based solely on distant anonymous reports.
  • A general multi-cause explanation still requires case-by-case matching.

Conventional aircraft or helicopters seen under unusual conditions

Strengths

  • Triangular light arrangements can be produced by ordinary aircraft.
  • Night-time range and orientation can hide fuselage and wing structure.
  • Low-frequency aircraft sound can be difficult to localise.
  • Belgium lies beneath dense civil and military air traffic.

Weaknesses

  • Some reports described very slow or stationary movement inconsistent with the witness's expectation of an aircraft.
  • No single identified flight explains the full wave.
  • Some witnesses were familiar with ordinary aviation and still regarded the display as unusual.

Radar-processing artefacts during an unrelated ground report

Strengths

  • Later technical work identifies mechanisms for false or discontinuous tracks.
  • The pilots had no visual target.
  • Some locks involved the other fighter.
  • It explains extreme displayed accelerations without requiring extreme physical performance.

Weaknesses

  • It does not identify the lights reported from the ground.
  • Not every contact may have had the same cause.
  • The publicly available record may remain incomplete.

An unresolved physical object or objects

Strengths

  • Some reports were detailed and came through police or military channels.
  • The response was operationally real.
  • No single conventional explanation has been demonstrated for every report.
  • A subset may represent a physical aerial object not identified at the time.

Weaknesses

  • The wave is not one instrumentally continuous event.
  • The best-known photograph was a hoax.
  • The fighter pilots saw no object.
  • Extreme radar performance is now technically weakened.
  • No physical material or calibrated close imagery establishes construction or origin.

Overall Assessment

We assess De Brouwer as a high-value source for the Belgian Air Force's institutional response, not as a direct eyewitness who resolves the reported objects. From the available evidence, we judge that unusual reports genuinely entered police and military channels and prompted operational action.

The strongest claims of extraordinary performance are weaker than older summaries suggest. The absence of pilot visual contact, the 2011 photograph hoax and the 2025 radar re-analysis materially reduce the evidential weight of the most dramatic technical narrative.

De Brouwer's cautious willingness to investigate remains relevant. It supports transparency and serious examination, but it should not be converted into official confirmation of one advanced triangular craft. The most defensible assessment is a heterogeneous wave containing unresolved reports, ordinary candidates and compromised evidence streams.
