On 23 September 1947, Lieutenant General Nathan F. Twining, commanding Air Materiel Command at Wright Field, sent a classified memorandum to the Army Air Forces in Washington titled AMC Opinion Concerning “Flying Discs”. The document is a key institutional milestone: a senior technical command concluded that the reporting pattern warranted organised investigation and recommended that Headquarters assign the matter a priority, security classification and code name. That recommendation anticipated core features of Project SIGN, established three months later.

The official 1947 Air Materiel Command correspondence file released through PURSUE contains the signed memorandum alongside its immediate precursors and the later Project SIGN directive. Its text had also been reproduced decades earlier in Appendix R to the University of Colorado UFO study. Read together, the records show the sequence: Air Intelligence asked whether the reports matched an undisclosed Army Air Forces project; Research and Development reported no known match; Twining recommended a dedicated study; and Headquarters directed AMC to establish Project SIGN on 30 December 1947.

The memorandum is a documented policy-and-intelligence inflection point. It shows that AMC treated a subset of 1947 reports as a legitimate technical and intelligence problem and recommended a formal study. The document does not resolve the physical nature or origin of the reported objects.

Context and mandate

Historical context: from public “flying saucers” to an intelligence problem

Twining wrote during the administrative creation of the independent U.S. Air Force. The Department of the Air Force was established on 18 September 1947, five days before the memorandum; formal transfer of Army Air Forces personnel followed on 26 September. The document therefore sits at the transition from the Army Air Forces to the new service. The Air Force Historical Support Division documents this transition.

Wright Field housed the technical and intelligence functions needed for such an assessment. Air Materiel Command combined research, engineering, test and materiel responsibilities, while T-2 specialised in foreign aircraft and scientific-technical intelligence. The National Air and Space Intelligence Center’s institutional history describes T-2’s role in producing air intelligence and exploiting foreign technical material, a mission increasingly focused on Soviet aerospace capabilities.

Twining was a senior wartime and post-war air commander. He had led the Fifteenth and Twentieth Air Forces during the Second World War and commanded Air Materiel Command from December 1945. He later became Air Force Chief of Staff and Chairman of the Joint Chiefs of Staff. His official Air Force biography records that he remained at Wright Field until 1 October 1947.

The paper trail before 23 September

By July 1947, Army Air Forces Intelligence was already evaluating the reports as a potential intelligence problem. A 10 July FBI memorandum records Brigadier General George F. Schulgen seeking broad investigation of reports and scientific assessment of natural and mechanically controlled possibilities. The FBI Vault preserves that contemporaneous record.

The most direct precursor in the AMC file is a 22 August 1947 routing sheet from the Air Intelligence Requirements Division. It said that selected reports judged sufficiently reliable appeared to share recurring characteristics, and it asked Research and Development to determine whether an undisclosed Army Air Forces project could account for them. The characteristics listed included reflective or metallic appearance, broadly circular or elliptical form, formation flight and estimated speeds above 300 knots. On 29 August, the response was concise: no Army Air Forces research project was known with those characteristics.

The sequence shows a conventional intelligence question being tested first: whether the observations could be an American development unknown to the intelligence branch reviewing them. Research and Development reported no known project with the listed characteristics. Twining nevertheless retained the possibility of a more highly classified domestic programme among the hypotheses requiring consideration.

What Air Materiel Command actually concluded

The memorandum states that the opinion was based on interrogation-report data supplied by AC/AS-2 and preliminary studies by T-2 and the Aircraft Laboratory. It says the conclusion was reached in conference with personnel from the Air Institute of Technology, intelligence, the engineering division and the aircraft, power-plant and propeller laboratories. The result was a command-level synthesis of reports and preliminary technical review; no recovered-object examination is described.

Its most frequently quoted sentence is: “The phenomenon reported is something real and not visionary or fictitious.” In context, AMC immediately qualified that judgement by allowing that some incidents could be natural phenomena such as meteors and by keeping the overall assessment provisional. The phrase is best read as rejecting wholesale dismissal of the reporting pattern, rather than as identifying what any particular object was.

AMC nevertheless treated some reported characteristics as technically interesting. The memorandum summarised a recurring description that included reflective surfaces, circular or elliptical form, little or no trail, reported formation flying, generally little sound, and estimated level-flight speeds above 300 knots. It also referred to reported climb rates, manoeuvrability and apparently evasive behaviour around friendly aircraft or radar as reasons to consider that at least some objects might be controlled manually, automatically or remotely.

The listed characteristics came from witness and intelligence reports; the memorandum does not present them as calibrated measurements. Distance, size and speed estimates in visual observations are interdependent, so reliable range is essential to physical velocity estimates. The technical importance of the document lies in showing which reported features AMC regarded as recurrent enough to justify further collection and analysis.

Documentary analysis

Hypotheses under consideration

The memorandum preserves the range of explanations AMC still considered viable. It noted that an aircraft broadly matching the reported description could, with extensive development, be constructed using contemporary U.S. knowledge, although such a programme would be expensive and time-consuming. It then identified three issues requiring consideration: an undisclosed domestic project, a foreign propulsion development beyond current U.S. knowledge, and the absence of physical material that could conclusively demonstrate the reported objects’ existence.

The memorandum states that AMC lacked crash-recovered physical exhibits that would conclusively demonstrate the reported objects’ existence. Later crash-retrieval claims therefore require separate documentary or testimonial support; the Twining memorandum does not supply it.

Equally, the foreign-technology hypothesis should be understood in its 1947 setting. Wright Field had extensive experience assessing captured German aircraft and technical material, and T-2’s post-war mission increasingly focused on Soviet capabilities. In the same correspondence volume, AMC pursued questions concerning German tailless-aircraft work and reports that advanced German expertise might have been transferred abroad. The “flying disc” problem was therefore being assessed within a normal intelligence framework that included adversary technology as a serious possibility.

The recommendation: create a formal study

Twining’s principal recommendation was administrative: Headquarters should issue a directive giving the problem a priority, security classification and code name, and a detailed study should assemble the available information for review across military and scientific bodies. The proposed circulation included the Army, Navy, Atomic Energy Commission, Joint Research and Development Board, Air Force Scientific Advisory Group, NACA, RAND and NEPA. AMC also proposed continued reporting and exchange of data.

The breadth of the proposed circulation shows that AMC wanted the problem reviewed beyond its own command. The recommended framework combined intelligence collection, technical evaluation and scientific consultation while leaving several explanations open.

From recommendation to Project SIGN

The connection to Project SIGN is documented. On 30 December 1947, Major General L. C. Craigie, Director of Research and Development, sent Air Materiel Command a directive stating that Air Force policy was not to ignore atmospheric reports that might concern national security. AMC was ordered to create a project to collect, collate, evaluate and distribute such information. The directive assigned priority 2A, a restricted security classification and the code name SIGN.

The National Archives history of Project Blue Book records identifies the 30 December Craigie memorandum to Twining as the establishment of Project SIGN, with the work assigned to AMC’s Technical Intelligence Division in January 1948. The archival sequence supports a direct institutional chain: within three months of Twining’s recommendation, a named, prioritised programme had been authorised along the lines AMC proposed.

The surviving record supports a strong precursor relationship. Project SIGN was an institutional decision involving more than one document, and Twining’s memorandum is one of the clearest surviving recommendations for the priority, classification, code name, continuing analysis and information exchange that later appeared in the formal project.

Evidence, documents and limits

The evidence base for this event is documentary. The key sources establish Air Materiel Command’s assessment, Twining’s recommendation and Headquarters’ subsequent authorisation of Project SIGN.

Primary document. The signed 23 September memorandum is the central primary source. Its authenticity, wording, classification, signatory and recommendations can be inspected directly. This provides very high confidence about AMC’s institutional position on that date.

Precursor correspondence. The 22 August routing sheet and 29 August reply show that Air Intelligence first tested a conventional internal explanation: whether an undisclosed Army Air Forces research programme matched the recurring reported characteristics. Research and Development reported no known match. The exchange places the September memorandum within an active intelligence process already under way.

Consequence record. The 30 December 1947 directive establishing Project SIGN provides the strongest evidence that the problem moved from assessment into a formal programme. The National Archives records the same institutional chronology. The wording and timing support a strong connection with Twining’s recommendation within a broader Headquarters decision process.

Principal evidential limit. The principal limitation is incomplete visibility into the case-level material and technical worksheets behind AMC’s synthesis. The public record supports a high-confidence reconstruction of the institutional response, but a less precise reconstruction of how individual reports were weighted.

Outcomes and legacy

How the memorandum entered the public record

The memorandum has strong public provenance. Its text appeared in Appendix R of the Colorado study’s published record, and Project Blue Book holdings at the National Archives preserve the institutional history into which it fits. In 2026, the U.S. government’s PURSUE release made the underlying AMC correspondence volume directly available online, including the signed three-page memorandum, the August intelligence routing sheet and the December directive establishing SIGN.

The official scan preserves the SECRET marking, AMC office symbol, Wright Field letterhead, distribution context and Twining’s signature, allowing the document to be authenticated as an Air Materiel Command record.

The memorandum’s later reputation has been shaped disproportionately by the sentence that the reported phenomenon was “something real and not visionary or fictitious.” The sentence is genuine, but the surrounding text matters: AMC retained natural phenomena among the possible explanations, treated the listed characteristics as report-derived, and noted the absence of conclusive physical evidence. The full passage supports institutional seriousness while leaving identification open.

Historical significance

The Twining memorandum matters because it captures the transition from the 1947 reporting wave to structured military handling. AMC treated a subset of reports as coherent enough for sustained technical and intelligence attention while keeping several explanations open. That combination — seriousness without a settled identification — shaped the kind of programme Twining recommended.

Its most durable legacy is procedural. The memorandum called for organised collection, technical evaluation, security handling, interagency consultation and recurring reporting. Those functions became recognisable features of Project SIGN and its successors, helping explain why the United States created a formal mechanism for continued investigation.

Evidence assessment

The Twining memorandum is strongest as evidence of institutional judgement and policy development. Its authenticity, date, authorship and place in Air Materiel Command’s 1947 correspondence are well established, and the surrounding file shows that the memorandum did not arise in isolation. Air Intelligence had already asked whether the recurring reports could be explained by an undisclosed Army Air Forces project; Research and Development reported no known match; AMC then synthesised the available reporting and preliminary technical work; and Twining recommended a formal, prioritised study. The 30 December directive creating Project SIGN provides a documented institutional consequence. Taken together, this is a high-confidence chain from intelligence concern to organised investigation.

The memorandum’s best-known judgement — that the reported phenomenon was “something real and not visionary or fictitious” — is important because it records where AMC had arrived after several months of review. In context, the wording is a judgement about the reporting problem, not an identification of a single class of object. AMC was saying that a sufficient subset of reports appeared coherent enough to resist wholesale dismissal as imagination or fabrication. That is historically significant: a senior technical command was prepared to devote classified intelligence and engineering resources to the subject while still retaining natural, domestic and foreign explanations. The value of the phrase therefore lies in the seriousness of the institutional assessment, not in treating it as a concealed conclusion about origin.

The technical characteristics summarised in the memorandum deserve more restrained weight. AMC listed recurring descriptions involving reflective surfaces, circular or elliptical form, formation flight, limited sound, manoeuvrability and reported speeds or climb performance. Those features help explain why the reports attracted technical interest, but the memorandum does not expose the underlying case files, range determinations, instrument records or calculation sheets needed to test the performance estimates independently. Visual estimates of size, distance and speed can be highly coupled, and the public record does not show how AMC weighted stronger and weaker reports within the synthesis. This analysis therefore treats the characteristics as evidence of what AMC believed was recurring in the reporting, while leaving the physical performance of the underlying observations unresolved.

One sentence has particular relevance to later recovery narratives. Twining recorded that AMC lacked crash-recovered physical exhibits that would conclusively demonstrate the reported objects’ existence. That statement is useful because it fixes AMC’s evidential position on 23 September 1947: the command was recommending further study without such material in hand. It should be read at that scale. It speaks directly to the evidence available to AMC and to the reasoning expressed in this memorandum; it is not a complete inventory of every compartment, agency or activity elsewhere in government. Its importance is that later claims linking the 1947 policy response to already-established possession of recovered craft cannot be derived from the Twining memorandum itself and require independent evidence.

The connection to Project SIGN is also strong, although it should not be treated as a single-document causal story. Twining specifically recommended that Headquarters assign the subject a priority, security classification and code name, and that information be collected and reviewed across military and scientific bodies. Three months later the Craigie directive ordered AMC to establish Project SIGN with a priority, restricted classification and formal collection-and-evaluation mission. The close fit in timing and administrative structure makes the memorandum an important precursor. At the same time, the decision emerged from a wider Air Staff process involving continuing reports, intelligence requirements and additional staff work. The most defensible conclusion is that Twining’s memorandum was a central documented step in that process, rather than the sole cause of SIGN’s creation.

Overall, the available evidence supports treating the Twining memorandum as a foundational document in the institutional history of U.S. UAP investigation. Confidence is very high in the document’s authenticity and in the fact that AMC regarded the 1947 reporting pattern as a legitimate technical and intelligence problem. Confidence is also strong that Twining’s recommendations materially anticipated the structure of Project SIGN. Confidence is lower when the memorandum is used to infer the physical nature, performance or origin of the reported objects, because the supporting case-level record is only partly visible and the document itself preserves multiple hypotheses. The enduring significance of the memorandum is therefore clear even where the underlying observations remain unresolved: it records the point at which a senior U.S. air-technical command moved from reviewing reports to recommending a sustained, classified programme for their investigation.
